Regarding this issue, LawNet would like to answer as follows:

On January 11, 2024, the Prime Minister issued Decision 38/QD-TTg approving the Vietnam Social Insurance Sector Development Strategy until 2030.

The "Strategy for Development of the Vietnam Social Insurance Sector until 2030" that has been approved include the following objectives:

1. General objective of the Strategy for developing the Vietnam Social Insurance Sector until 2030

- Develop Vietnam's Social Insurance sector in a professional, modern, effective, and efficient manner to properly implement social insurance, unemployment insurance, and health insurance policies and regimes; gradually and sustainably expand social insurance and health insurance coverage towards the objective of social insurance and health insurance for all people.

- Enhance the efficiency of managing and utilizing the financial resources of social insurance funds, unemployment insurance, and health insurance in accordance with the legal regulations and principles of centralized, transparent, and safe management, ensuring safety.

- Invest in insurance funds in accordance with the law to ensure safety, sustainability, and efficiency.

- Innovate and reorganize the organizational structure of Vietnam Social Insurance in a lean, professional, modern direction, ensuring efficient and effective operations to meet the requirements of reform and modernization of the Vietnamese Social Insurance sector while adhering to the principles and guidelines of the Party, complying with the laws of the State, and being suitable for practical circumstances.

- Focus on applying information technology and promoting digital transformation. Enhance operational efficiency on modern, integrated, interconnected platforms with centralized processing, ensuring network information security. Pioneer the testing of new technologies and models to better serve the participation of citizens and businesses in social insurance, unemployment insurance, and health insurance. Contribute to the implementation of the Government's National Digital Transformation Program.

2. Specific objectives of the Vietnam Social Insurance Sector Development Strategy until 2030

* Specific objectives until 2025:

- Strive to achieve approximately 45% of the working-age population participating in social insurance, with approximately 2.5% of the agricultural and informal sector workers voluntarily participating in social insurance. Ensure that about 55% of the population above retirement age receives monthly pensions, social insurance, and retirement benefits. Approximately 35% of the working-age population should be covered by unemployment insurance. Ensure that over 95% of the population participates in health insurance.

- The level of satisfaction of people and businesses with handling administrative procedures reaches at least 90%. The index assessing the satisfaction level of social insurance participants is over 85%.

- The number of people receiving social insurance and unemployment insurance benefits through non-cash payment methods in urban areas is over 68%.

- Promote digital transformation to enhance the efficiency and effectiveness of operations: (1) Provide 100% full-process online public services accessible through various means, including mobile devices; (2) Process 95% of the Vietnam Social Insurance's work files on a network environment (excluding files classified as state secrets); (3) Ensure that 100% of participants in social insurance, unemployment insurance, and health insurance have electronic transaction accounts and have installed the VssID application - a digital social insurance platform that allows monitoring of social insurance, unemployment insurance, and health insurance contribution and benefit records, information lookup, and online public service implementation; (4) Issue Citizen Identification Cards to 100% of the population participating in health insurance, which can be used as a substitute for health insurance cards when seeking medical treatment.

* Specific objectives until 2030:

- Strive to achieve approximately 60% of the working-age population participating in social insurance, with approximately 5% of agricultural and informal sector workers voluntarily participating in social insurance; approximately 45% of the working-age population should be covered by unemployment insurance. Ensure that approximately 60% of individuals above retirement age receive monthly pensions, social insurance, and retirement benefits. Ensure that over 97% of the population participates in health insurance.

- Achive the level of satisfaction of people and businesses in handling administrative procedures of at least 95%. The index assessing the satisfaction level of social insurance participants reached 90%.

- Strive to reach 75% of people receiving social insurance and unemployment insurance benefits through non-cash payment methods in urban areas.

- Continue to promote digital transformation and research and develop the information technology system of the Vietnam Social Insurance sector to meet the requirements of the new situation, including integration, interoperability, connectivity, and centralized processing: (1) Complete the construction of the national database on Insurance; (2) Connect, interconnect, and share data between the national insurance database and the national population database, as well as other national and specialized databases, to implement public services and facilitate individuals, labor users, and utilize data for inspection and control based on big data; (3) Restructure and apply modern technology to 100% of the relevant information systems of the Vietnam Social Insurance sector related to individuals, organizations, and businesses, operating and exploiting connections and interoperability through integrated platforms for data sharing; (4) Process 100% of the work files of the Vietnam Social Insurance sector on a network environment (excluding files classified as state secrets).
