On January 26, 2024, the Prime Minister issued Decision 108/QD-TTg approving the Thua Thien Hue General urban planning until 2045, with a vision to 2065.

Specifically, approval of Thua Thien Hue General urban planning until 2045, vision to 2065 with some contents as follows:

(1) Scope, scale, and duration of planning

* Scope of planning: The entire administrative boundary of Thua Thien Hue province with a total area of about 4,947.11 km2; The specific boundaries are as follows:

- The North borders Quang Tri province;

- East sea bordering the east;

- The South borders Quang Nam province and Da Nang city;

- The West borders the Lao People's Democratic Republic.

* Planning period: until 2045 with a vision until 2065.

(2) Properties

- Is a grade I urban area, a centrally run city with specific elements;

- Is an urban area developed on the basis of preserving and promoting the values of tangible and intangible cultural heritage of the ancient capital and Hue cultural identity; The urban area is unique in terms of ecology, landscape, environmental friendliness, and smartness;

- Is the driving force of economic growth in the Central region in terms of maritime economy, tourism, and a major center in the country for science and technology, specialized healthcare, multidisciplinary education and training, and high-quality standards; international tourism center; center for national industrial and seaport development; in which tourism is the key economic sector, information and communication technology is the breakthrough, high-tech industry and agriculture are the foundation;

- Is a strategic area for defense and security in the Central region and the whole country.

(3) Objectives, vision

* Planning objectives:

- By 2025: Thua Thien Hue will become a centrally run urban area on the basis of preserving and promoting the value of the ancient capital's heritage and Hue cultural identity, with cultural, heritage, ecological, landscape, environmentally friendly and smart characteristics;

- By 2030: Thua Thien Hue is a centrally run city, a typical heritage urban area of Vietnam, one of the largest and unique centers in Southeast Asia for culture, tourism and specialized healthcare; one of the country's major centers for science and technology, multi-disciplinary, multi-field, high-quality education and training; National defense and security are firmly guaranteed; The people's material and spiritual life reached a high level;

- By 2045: Thua Thien Hue will be a centrally run city with cultural characteristics, heritage, ecology, Hue identity, smart, sea-facing, adaptive and sustainable; is a large urban area in the group with a high level of economic development in the country; Festival City, a center of culture - tourism, education, science and technology and specialized health care of the country and Asia; is a safe, friendly and happy destination.

* Vision to 2065:

Building and developing Thua Thien Hue to become a Festival city in the leading group of Vietnam's urban system, strong development in culture, health, education, science and technology, aiming to integrate with prominent Asian and world-class cities; has a high level of economic development based on a continuous transport infrastructure system, conveniently connected internationally by road, waterway, air and high-speed railway; has a developed production base and an effective service and logistics system.

(4) Urban development scale and targets

* Population size, urbanization rate:

- 2030: The entire urban population is about 1,500,000 people (including converted population); Urbanization rate is about 70%; The number of tourists is expected to reach 10 - 12 million;

- 2045: The entire urban population is about 1,850,000 people (including converted population); Urbanization target is about 75%; The number of tourists is expected to reach 14 - 18 million;

- Vision to 2065: The entire urban population can accommodate a maximum of about 2,300,000 people.

* Scale:

Thua Thien Hue urban land use criteria apply specific elements of urban heritage, culture, and landscape, complying with national technical regulations on construction planning for new urban development areas. Specifically:

- Construction land by 2030 is about 41,500 hectares, of which civil land is about 10,500 hectares, the average civil land target is 97 - 100 m2/person; Non-civilian land is about 31,000 hectares, of which rural residential land is about 6,400 hectares;

- Construction land by 2045 is about 52,600 hectares, of which civil land is about 13,900 hectares, the average civil land target is 95 - 100 m2/person; Non-civilian land is about 38,700 hectares, of which rural residential land is about 5,100 hectares.
