On June 13, 2024, the Prime Minister of Vietnam issued Decision 509/QÐ-TTg to approve the Tourism System Planning for the Period 2021-2030, Vision to 2045.
The Prime Minister of Vietnam approved the tourism system planning for the period 2021 - 2030, with a vision to 2045 with the following perspectives and objectives:
(1) Perspectives
- Developing tourism to truly become a spearhead economic sector, in a professional, modern, and in-depth direction; increasingly contributing to the GDP structure, creating a driving force for the promotion of other sectors and fields; significantly contributing to forming a modern economic structure.
- Developing international tourism alongside effectively exploiting domestic tourism; promoting the effective role of enterprises and local communities; enhancing the efficiency of sectoral linkages between tourism and other sectors, fields, and regional, local, and international linkages.
- Developing tourism based on effectively utilizing national potential and advantages, leveraging human factors, and basing development on Vietnamese cultural values; linking tourism development with the preservation and promotion of heritage values and national cultural identity.
- Developing tourism in conjunction with digital transformation, capitalizing on achievements of the Fourth Industrial Revolution; enhancing quality and competitiveness.
- Developing sustainable, innovative tourism based on green growth, maximizing tourism's contribution to the United Nations’ sustainable development goals; protecting the environment, flexibly and effectively responding to risks and climate change; ensuring security, national defense, and social order and safety.
(2) Objectives
* General Objectives
- By 2025, Vietnam will become an attractive destination with high tourism development capacity worldwide.
- By 2030, tourism will truly become a spearhead economic sector, developing in the direction of green growth; becoming a leading destination in development capacity globally.
* Specific Objectives
** Period until 2030
- Regarding development indicators of the sector:
+ Tourist arrivals: By 2025, striving to welcome 25 - 28 million international visitors; 130 million domestic visitors, maintaining a domestic visitor growth rate of 8 - 9% per year. By 2030, welcoming 35 million international visitors, growth rate of 13 - 15% per year; welcoming 160 million domestic visitors, domestic visitor growth rate of 4 - 5% per year;
+ Contribution of tourism to GDP: By 2025, contributing directly 8 - 9% to GDP; by 2030, contributing directly 13 - 14% to GDP;
+ Accommodation demand: By 2025, about 1.3 million rooms; by 2030, about 2 million rooms;
+ Job creation: By 2025, creating about 6.3 million jobs, including about 2.1 million direct jobs; by 2030, creating about 10.5 million jobs, including about 3.5 million direct jobs.
- Regarding socio-cultural aspects: Tourism contributes to the preservation and promotion of cultural values, providing livelihoods for communities, contributing to the successful implementation of national target programs; raising public intellectual standards and spiritual life of the people.
- Regarding the environment: Developing sustainable tourism connected with environmental protection; effectively responding to climate change. By 2030, 100% of tourist areas and points; tourist accommodation establishments and other service businesses along the coast will not use single-use plastic products and non-degradable plastic bags.
- Regarding security and defense: Contributing to affirming and protecting national territorial sovereignty, maintaining security, order, and social safety.
** Vision to 2045
- Affirming the driving role of the economy; becoming a prominent global destination, among the leading tourism-developing countries in the Asia-Pacific region.
- Regarding key indicators: Striving to welcome 70 million international visitors; total revenue from tourism reaching about VND 7,300 trillion; contributing 17 - 18% to GDP.
