On September 17, 2024, the Ministry of Culture, Sports and Tourism approved the Scheme for "Tourism Database System" in Vietnam

On September 17, 2024, the Ministry of Culture, Sports and Tourism of Vietnam issued Decision 2710/QD-BVHTTDL approving the Scheme for "Tourism Database System" in Vietnam

Approval of the Scheme for "Tourism Database System" in Vietnam on September 17, 2024

WIth the objective of building and developing a comprehensive and unified tourism sector database system nationwide, to serve the state management of tourism, and to contribute to tourism promotion and marketing in Vietnam.

Exploitation, connection, and synchronization of databases associated with administrative reforms, enhancing state governance capacity based on modern technology, identifying data as the foundation for developing a digital government, digital economy, and digital society.

To achieve these goals, the Scheme also specifies the following detailed objectives for the coming years:

(1) Specific objectives by 2025

- Develop, maintain, and update information and data in the tourism sector database system based on the application of new technology.

- Build the tourism sector database system according to relevant standards, regulations, and technical solutions in a synchronized manner suitable to the management, and data exploitation needs of units, ministries, central authorities, and local authorities.

- Continue to standardize, connect, integrate, and share existing specialized databases to consolidate into a comprehensive tourism sector database.

- Build a tourism sector database system that is open, highly customizable, and upgradeable, meeting the requirements for connection, data sharing, and interaction between agencies, ministries, central authorities, businesses, residents, and tourists.

- The component databases of the tourism sector are built, connected, and shared nationwide, creating a foundation for digital tourism development with information as required by the sector's management. Specifically:

+ Complete the database on travel businesses (100% of travel businesses, including international and domestic, included in the database);

+ Continue to maintain and upgrade the database on tour guides (100% of tour guide cards included in the database);

+ Develop and complete the database on tourism accommodation establishments (at least 80% of tourism accommodation establishments included in the database);

+ Test build a database on tourism resources.

(2) Specific objectives by 2030

- Continue to develop the database system to receive and store additional data from the Internet of Things (IoT), apply big data technology (Big Data), and artificial intelligence (AI) as the main technologies to process, analyze data to serve analysis, evaluation, management, connection, and data sharing in the tourism sector and related organizations and individuals.

- Continue to maintain, upgrade, and complete the databases in the tourism sector (travel businesses; tourism accommodation establishments; tour guides; tourism areas, tourism points; tourism statistics).

- Complete the development of databases:

+ Complete the database on tourism accommodation establishments (100% of tourism accommodation establishments included in the database);

+ Complete the database on tourism areas and tourism points (100% of tourism areas and tourism points included in the database);

+ Complete the database on tourism promotion;

+ Complete the database on shopping service businesses meeting standards for serving tourists (100% of shopping service businesses meeting standards for serving tourists nationwide included in the database);

+ Complete the database on dining service businesses meeting standards for serving tourists (100% of dining service businesses meeting standards for serving tourists included in the database);

+ Complete the database on sports service businesses meeting standards for serving tourists (100% of sports service businesses meeting standards for serving tourists included in the database);

+ Complete the database on entertainment service businesses meeting standards for serving tourists (100% of entertainment service businesses meeting standards for serving tourists included in the database);

+ Complete the database on health care service businesses meeting standards for serving tourists (100% of health care service businesses meeting standards for serving tourists included in the database);

+ Develop and complete the tourism statistics database (store and integrate tourism sector statistical indicators);

+ Develop and complete the database on tourism resources.

(3) Scope of the Scheme

- The tourism sector database system is formed including component databases corresponding to the fields managed by the tourism sector as stipulated in the Law on Tourism and guiding documents for the implementation of the Law on Tourism, creating a common platform nationwide.

- Implementation period of the project: From 2024 to 2030. The scheme is divided into two implementation phases. Specifically:

+ Phase 1 (2024-2025): Prioritize the completion and development of some main component databases of the tourism sector to connect and share nationwide.

+ Phase 2 (2026-2030): Continue to maintain, upgrade, and expand the component databases developed and built in phase 1. Complete the remaining component databases to create a comprehensive tourism sector database system.

- Beneficiaries and users of the project:

+ State management agencies on tourism;

+ Specialized tourism agencies;

+ Enterprises/ business establishments related to tourism;

+ Residents;

+ Tourists;

+ Related agencies.

More details can be found in Decision 2710/QD-BVHTTDL which comes into force in Vietnam from September 17, 2024.
