(1) Objectives and Requirements of the Scheme

The land inventory and creation of the map of current land use status in 2024 aim to assess the actual land use situation of each administrative unit at the commune, district, and provincial levels, economic-social regions, and the entire country. This assessment serves as a basis for evaluating the management and use of land by various levels over the past five years and proposing mechanisms, policies, and measures to enhance state land management and increase land use efficiency. Additionally, it provides a foundation for adjusting land use planning, plans for the period 2021 - 2030, with a vision to 2050, and constitutes an essential basis for implementing the socio-economic, defense, and security development strategy until 2030, with a vision to 2045;

- The 2024 land inventory will be conducted following the regulations of Article 9 on land classification of the Land Law 2024. During this inventory period, the management and use of golf course lands; airport and airfield lands; lands in eroded and accreted areas; lands originating from agricultural and forestry enterprises, and other special topics at localities will be assessed to serve as a basis for implementing measures to enhance the management and effective use of these land types;

- The organization, collection, processing, summarizing, publication, and storage of inventory data shall be carried out diligently. The 2024 land inventory results and the creation of the map of current land use status must be conducted comprehensively, accurately, and on time; ensuring objectivity, honesty, and a reflection of the actual land use situation.

(2) Scope of Implementation

Scope of implementation: The land inventory and creation of the map of current land use status in 2024 will be carried out nationwide, across all administrative units (commune, district, province), economic-social regions, and the entire country. Commune-level units will primarily conduct the inventory, serving as the basis for summarizing inventory results and creating maps of the current land use status for district, provincial, regional, and national levels.

The subjects of 2024 include: the area of different land types, various users, and entities assigned for management. During this inventory period, the management and use of golf course lands; airport and airfield lands; lands in eroded and accreted areas; lands originating from agricultural and forestry enterprises, and other special topics at localities will be assessed to serve as a basis for implementing measures to enhance the management and effective use of these land types.

(3) Implementation Timeline and Completion Deadline

- The 2024 land inventory will be uniformly implemented nationwide from August 1, 2024. The inventory data will be recorded up to and including December 31, 2024.

- The deadlines for completing and reporting the 2024 land inventory results at various levels are as follows:

+ The People's Committee at the provincial level shall decide the deadlines for completing and submitting the commune and district-level land inventory results;

+ The People's Committee at the provincial level shall complete, approve, and submit the land inventory results to the Ministry of Natural Resources and Environment before June 30, 2025;

+ The Ministry of National Defense and the Ministry of Public Security of Vietnam shall complete and send the results to the People's Committee at the provincial level before March 31, 2025, for summarization and reporting; and send the results to the Ministry of Natural Resources and Environment before June 30, 2025;

+ The Ministry of Natural Resources and Environment of Vietnam  shall complete and report to the Prime Minister of the Government of Vietnam the nationwide land inventory results, summarize and publish the 2024 land inventory results before September 30, 2025.
