On April 8, 2024, the Ministry of Health issued Decision 869/QD-BYT approving the Scheme for "Development of Healthcare Workforce for the 2023-2030 Period, orientation to 2050" in Vietnam.

The Ministry of Health approved the Scheme for "Development of Healthcare Workforce for the 2023-2030 Period, orientation to 2050" with the following main contents:

(1) Perspectives on Forming the Plan

- The medical profession is a special profession; healthcare professionals must meet professional and ethical requirements, and need to be specially selected, trained, utilized, and rewarded.

- The development of the healthcare workforce aims to successfully implement the National Strategy for the protection and care of people's health for the period 2023-2030 and the vision to 2045, as well as the Planning of the healthcare system for the period 2021–2030 and the vision to 2050.

- The development of the healthcare workforce ensures an adequate quantity, quality, structure, and reasonable distribution according to levels, sectors, fields, and regions, and is linked to the requirements of socio-economic development and international integration.

(2) Objectives

- General objective:

Develop an adequate healthcare workforce with quality, professional competence, and ethical standards, with a rational structure and distribution to contribute to improving the quality of healthcare, protection, and promotion of people's health, aiming for equity, efficiency, development, and international integration.

- Specific objectives:

+ Develop a healthcare workforce with an adequate quantity, rational structure, and distribution, especially in remote, mountainous, border, island, and areas with a large population of ethnic minorities, and in some less attractive and difficult-to-recruit specialties.

+ Improve the professional competence and ethical standards of the healthcare workforce to meet the development needs of society and international integration.

+ Enhance the management capacity and efficient utilization of healthcare human resources.

- Vision until 2050:

Healthcare workforce must meet the requirements of a modern healthcare system, facilitate international integration, and improve the quality of healthcare services to be on par with advanced countries in the region, meeting the increasingly diverse health protection, care, and improvement needs of the people.

(3) Key tasks and solutions

- Training to ensure an adequate healthcare workforce:

+ Enhancing the capacity of healthcare workforce training institutions

+ Increasing healthcare workforce training for certain less attractive professions and difficult areas

+ Expanding international cooperation in training, collaboration, and the exchange of healthcare workforce

- Improving the quality of healthcare workforce training:

+ Enhancing the Continuing Professional Development, professional development, and skills training

+ Strengthening in-depth training for healthcare personnel

+ Enhancing training of specialized healthcare personnel.

-  Improving the efficiency of healthcare workforce utilization

+ Efficient utilization of the healthcare workforce

+ Enhancing the capacity of healthcare management personnel

- Strengthening state management of healthcare workforce development

+ Developing strategies, policies, and legal documents

+ Strengthening the healthcare workforce management information system

+ Ensuring funding for workforce development
