On January 17, 2024, the Prime Minister issued Decision No. 72/QD-TTg approving the Provincial Planning of Quang Nam for the period 2021 - 2030, with a vision to 2050.
(1) Development objectives by 2030
*General objectives
By 2030, Quang Nam strives to become a relatively developed province in the country; an important growth pole in the Central Highlands - Central Coast region; with a modern and synchronized infrastructure network; developing aviation, seaports, logistics services, tourism, automotive and mechanical industries, electrical and gas industries with regional influence; forming a center for pharmaceutical industry, deep processing of agricultural and forestry products, and national-level silica production; having high-quality vocational training institutions; having a rich and distinctive cultural foundation; the majority of healthcare and education facilities meeting national standards; having a coordinated urban system linked with rural areas.
* Specific objectives by 2030
- Economic objectives: The average annual GRDP growth rate in the period 2021–2030 reaches over 8%. Economic structure: agriculture and fisheries account for about 9–9.5%; industry and construction account for about 37.5–37.8%; services account for about 36–37%; taxes minus product subsidies account for about 16.2–17%. The average per capita GRDP reaches over 7,500 USD. Labor productivity increases by an average of 6.5–7% per year. The digital economy contributes about 30% of GRDP. The annual investment capital-to-GRDP ratio is over 30%. Total social investment capital increases by an average of over 12% per year. Annual budget revenue increases by an average of over 10% per year. Total import-export turnover increases by an average of over 15% per year. Attract over 15 million tourists, including about 8 million international tourists and 7 million domestic tourists. Belong to the top tier in the country in terms of the provincial competitiveness index, administrative reform index, citizen and organization satisfaction index with the service of state administrative agencies, public administration efficiency index, and digital transformation index.
- Socio-cultural objectives: The average annual population growth rate is over 1.8%. The proportion of trained labor reaches 75–80%, of which labor with degrees and certificates reaches 35–40%. Create an additional 15,000 jobs annually. The poverty rate is below 3%. Over 75% of kindergartens, over 90% of primary schools, over 85% of lower secondary schools, and 60% of upper secondary schools meet national standards; 60% of secondary education facilities provide swimming lessons for students. Achieve a ratio of 16 doctors per 10,000 people, 48 hospital beds per 10,000 people, and 100% of communes meet national criteria for healthcare. Maintain a health insurance coverage rate of over 97%. The average life expectancy reaches over 75 years. 100% of ranked historical sites are restored and preserved; 100% of intangible cultural heritage on the national list is conserved and valued.
- Environmental and ecological objectives: the forest coverage rate reaches 61%. 100% of urban population has access to clean water through centralized water supply systems; 100% of rural households use hygienic water, of which 60% use clean water from standardized sources. 100% of industrial parks operate with wastewater treatment systems meeting environmental standards, and 100% of industrial clusters are environmentally friendly. The collection and treatment rate of solid waste in urban areas reaches 100%, and in rural areas it reaches over 90%; the collection and treatment rate of ordinary industrial waste reaches 100%; and the collection, transportation, and treatment rate of hazardous waste complies with regulations and reaches 90%. Investment is made in forest protection, forest fire prevention, biodiversity conservation, and sustainable exploitation for all nature reserves, special-use forests, and national parks; the livelihoods of residents in buffer zones are improved in connection with areas requiring protection.
- Regarding infrastructure: invest in Chu Lai International Airport to meet the standards of a 4F international airport. Quang Nam Port meets the standards of Type I to accommodate vessels up to 50,000 DWT. Upgrade and expand all national highways, provincial roads, and important transportation routes connecting functional areas and concentrated production areas according to the plan; over 60% of main roads in urban areas are fully invested. Inland waterway transportation meets the standard flow rules, especially on the Truong Giang, Co Co, Thu Bon, and Vinh Dien rivers. Develop smart transportation systems. Have modern infrastructure and synchronized digital data, complete 4G/5G network coverage in all localities in the province, providing a foundation for the development of digital government, digital economy, and digital society. Upgrade and expand all main routes in wards, towns, and urban areas according to corresponding urban standards. Asphalt and concrete all district and commune roads; harden and expand all village roads according to the standards of new rural areas. Solidify 80% of canals, small irrigation works, and inland irrigation works. 100% of households use electricity from the national grid and renewable energy sources.
- Regarding national defense, security, order, and social safety: Build a disciplined, well-organized, secure, safe, and civilized society. 100% of communes, wards, and towns meet the standards of security and order, with comprehensive, strong foundations. Build a strong national defense system, strengthen the people's hearts and minds, and strengthen the provincial defense posture and regional defense posture in line with the overall defense situation of the country. Effectively manage and protect national borders and landmarks; enhance defense diplomacy and people-to-people diplomacy; and build peaceful, friendly, cooperative, and developing border areas.
(2) Vision to 2050
Quang Nam will develop comprehensively, modernly, and sustainably, with a strong cultural essence of the people of Quang Nam; strive to become a centrally governed city, making a significant contribution to the central budget; and be an important international tourist center based on maximizing the value of world cultural heritage and biosphere reserves. The economic structure is harmonious and reasonable, with autonomy and high competitiveness. The infrastructure system is synchronized and modern. Develop a harmonious economic-social development between urban and rural areas, adapting to climate change and ensuring good environmental quality. High human development index and income of the people, leading to a happy life. Maintain national defense, security, and sovereignty over land, sea, and islands, ensuring social order and safety.
