On October 8, 2024, the Minister of Industry and Trade issued Decision 2647/QD-BCT approving the price bracket for importing electricity from Laos into Vietnam effective from December 31, 2025.
The price price bracket for importing electricity from Laos into Vietnam for hydroelectric and wind power plants with commercial operation from December 31, 2025, is as follows:
- The maximum price for hydroelectric power plants: 6.78 US cents/kWh;
- The maximum price for wind power plants: 6.4 US cents/kWh.
- The price price bracket for imported electricity from Laos to Vietnam applies to power plants in commercial operation from December 31, 2025, to December 31, 2030.
Based on the above-mentioned electricity import price price bracket from Laos, Vietnam Electricity Group and the power generation unit will negotiate electricity purchase and sale prices on principles of balanced benefits, shared risks, and according to market mechanisms and prices, ensuring the principle of maximizing cost savings in electricity generation, competitive compared to electricity prices in Vietnam.
Vietnam Electricity Group is responsible for monitoring and promptly reporting to the Ministry of Industry and Trade in case of significant fluctuations in calculation parameters for the electricity import price price bracket from Laos.
Decision 2647/QD-BCT is effective from October 8, 2024.
According to Clause 2, Article 22 of Decree 137/2013/ND-CP, customers in border areas as stipulated in Clause 3, Article 28 of the Electricity Law 2004 can only purchase electricity directly from abroad at the voltage level of 0.4 kV and must meet the following conditions:
- Be a Vietnamese citizen;
- Have an electricity usage capacity of less than 10 kW and cannot connect to the national grid or a local grid;
- The entire segment of the grid from the border to the electricity usage site must be invested in and managed by the electricity buyer;
- Ensure compliance with safety technical standards and regulations;
- Have the consent of the district-level People's Committee.
Land use management in wind power project areas is governed by Article 13 of Circular 02/2019/TT-BCT as follows:
- The land used for wind power projects must comply with land use planning and plans, and must not overlap with other approved plans.
- Priority will be given to developing wind power projects on barren, rocky land with low agricultural, aquaculture value, in sparsely populated or uninhabited areas.
- Once the wind power project is operational, the investor must restore any temporarily occupied area to its original state and hand it over to the local authorities for management.
- The provincial People's Committee can authorize the use of land in wind power project areas for appropriate purposes (e.g., cultivation, small-scale farming), ensuring safety for the operation of wind power projects.
