Regarding this matter, LawNet would like to answer as follows: 

On May 4, 2024, the Prime Minister issued Decision 368/QD-TTg approving the Master Plan for the Red River Delta region for the period of 2021–2030, with a vision to 2050 in Vietnam.

The objectives of the Planning of the Red River Delta region for the period of 2021 - 2030 in Vietnam by 2030 are as follows:

(1) General objectives

The Red River Delta region is a rapidly developing and sustainable area, with a rational economic structure, rich cultural heritage, modern industry, agriculture, and services that are environmentally friendly. The material and spiritual lives of the people are improved, leading the country. It is a center for education and high-quality human resource training nationwide, leading in scientific and technological development, innovation, the digital economy, and digital society. It has a comprehensive, modern, smart infrastructure with high connectivity. Environmental pollution, traffic congestion, and flooding are fundamentally addressed. Hanoi, the capital city, is built as "Civilized - Modern - Advanced", becoming a center and driving force for the development of the region and the country, striving to reach the level of capital cities in developed countries in the region. National defense and security are maintained; foreign relations are expanded, and international integration is effective. By 2030, it aims to become a region with modern industry and close to high-income levels.

(2) Specific objectives and targets

The following major targets are expected to be achieved in the planning period until 2030:

- Regarding economy:

+ The average annual growth rate of Gross Regional Domestic Product (GRDP) in the region is about 9.0–9.5%, with the northern part of the Red River Delta growing at an average annual rate of about 8.8–9.0% and the southern part growing at an average annual rate of about 10.0–10.5%; the scale of the region's GRDP in 2030 is expected to be about three times that of 2020 (at current prices); the per capita GRDP at current prices is expected to reach about 11,000–12,000 USD.

+ The proportion of the service sector in the GRDP is about 41%; industry and construction account for about 47% (including about 30% of GRDP from processing and manufacturing industries); agriculture, forestry, and aquaculture account for about 3.5% of GRDP; product taxes excluding subsidies account for about 8.5% of GRDP; and the digital economy accounts for about 35% of GRDP.

+ The proportion of enterprises engaged in innovation and creativity activities accounts for 50% of the total number of active enterprises.

+ The social labor productivity growth rate is above 7.0% per year. The average contribution of total factor productivity (TFP) to growth in the period 2021–2030 is expected to reach 55%.

+ The urbanization rate is over 55%. The average floor area per capita in urban areas is about 32–33 square meters.

- Regarding social aspects:

+ The Human Development Index (HDI) is about 0.8.

+ The average life expectancy is 75 years, with a minimum of 68 healthy years.

+ The proportion of schools meeting national standards: preschool education reaches 76%, primary education reaches 95%, lower secondary education reaches 90%, and upper secondary education reaches 68%.

+ The proportion of university lecturers with a doctoral degree is over 40% of the total number of university lecturers.

+ The ratio of students per ten thousand people is about 430.

+ The proportion of trained workers with degrees and certificates is 48–52%. The urban unemployment rate is maintained below 3%.

+ The proportion of agricultural labor in the total social labor force decreases to below 10%.

+ The number of doctors per ten thousand people is 20; the number of hospital beds per ten thousand people is 36. The participation rate in health insurance reaches over 95% of the population.

+ The multidimensional poverty rate decreases by about 1–1.5% per year (according to the poverty criteria of each period).

+ 100% of communes meet the new rural standards, of which at least 60% achieve higher new rural standards and 20% achieve exemplary new rural standards.

- Regarding environmental protection:

+ The proportion of households using clean water according to standards in urban areas reaches 100%, and in rural areas it reaches 85%.

+ Ensuring that 100% of industrial zones, export processing zones, and industrial clusters have centralized wastewater treatment systems meeting environmental standards.

+ The collection and treatment rate of urban solid waste meets standards and regulations, reaching 95%; the collection and treatment rate of rural solid waste reaches 90%.

- The collection and treatment rate of wastewater meets standards and regulations, reaching over 50% for urban areas classified as type II or higher, and 20% for remaining urban areas.

- The proportion of solid waste generated in urban areas that is directly treated by landfill technology is less than 10% of the total amount of waste collected.

- The collection and treatment rate of hazardous waste meets the regulations, reaching 98%.

- The forest coverage rate reaches 20.8%.

- Reduce greenhouse gas emissions by 9%.

- Regarding infrastructure:

+ The infrastructure is synchronized, modern, and complete, including the North-South expressway that runs through the region, connecting roads, beltways in the capital city of Hanoi, and coastal roads. Noi Bai International Airport is expanded, and the infrastructure for ports in Hai Phong and Quang Ninh is completed. The urban railway lines in Hanoi have been completed and put into operation. The power and energy infrastructure ensures sufficient supply for production and consumption, while the information and communication infrastructure is modern and equivalent to that of advanced countries in the world, meeting the requirements for digital transformation and digital economy development. The irrigation, water supply, drainage, and disaster prevention infrastructure are completed, adapting to climate change.

+ Constructing specialized, internationally recognized healthcare facilities; establishing at least one university among the top universities in Asia and 01–02 universities among the top 500 universities in the world.

- Regarding defense, security, and foreign affairs:

+ Building and strengthening the people's national defense posture, the people's security posture is linked to the solid support of the people, especially in the defense areas of the region and localities within the region.

+ Ensuring strong political security, order, and social safety without being passive or surprised. Proactively detecting, fighting, and neutralizing any plots or activities that aim to undermine the Party and the State by hostile forces and reactionary elements. Maintaining a peaceful and stable environment for socio-economic development; effectively responding to traditional and non-traditional security threats; preventing, suppressing, and effectively dealing with various types of crimes and social vices.

+ Implementing synchronized, innovative, and effective foreign affairs and international integration activities, actively participating in regional and international initiatives and connections with other countries; developing stable and sustainable trade relations with the Chinese market, leveraging the position as a gateway connecting ASEAN, diversifying trade partners, and effectively exploiting free trade agreements. Managing people-to-people diplomacy well, building peaceful, friendly, and cooperative borders.
