On December 8, 2023, the Prime Minister issued Decision 1598/QD-TTg approving the Planning of Bac Lieu province for the period 2021–2030, with a vision to 2050.

(1) Development goals until 2030

* Overall objectives

Building Bac Lieu into a strong province in the marine economy, adapting to climate change, having a synchronous and gradually modern infrastructure system, and protecting and developing the natural environment Society develops harmoniously, and people's lives are improved. National defense, security, social order, and safety are guaranteed.

* Specific goals and targets

- Economic:

+ Average growth rate of total product in the province (GRDP) is 9.5 - 10.5%/year; The scale of GRDP in 2030 will be 3.5–4 times higher than in 2020.

+ Economic structure: Agriculture - forestry - fishery sectors is about 29.0%; the industrial - construction sectors are about 36.4%; the service sector is about 32.0%, the rest is product tax minus product subsidies.

+ Average GRDP per person reaches about 187 million VND (current price).

+ Goods export turnover reached about 2 billion USD (of which shrimp export reached about 1.7 billion USD).

+ Social labor productivity increases by an average of about 8 - 8.5%/year.

+ State budget revenue in the province increased by 17 - 18%/year.

+ Digital economy accounts for 20 - 25% of GRDP.

- Regarding society:

+ Population increases on average by 0.75 - 0.85%/year.

+ The urbanization rate reaches 45–50% of the province's population.

+ The rate of preschools and high schools meeting national standards is over 80%; complete preschool education for 3–4 year old children.

+ The rate of trained workers is over 80%, including over 30% with degrees and certificates.

+ The number of doctors per ten thousand people reaches 13–15; the number of hospital beds per ten thousand people reaches 30-35 beds.

+ The rate of multidimensional poverty in households decreased by an average of 1% annually.

+ The province completed the task of building new rural areas; 100% of districts meet advanced rural standards.

- Regarding resources and the environment:

+ Forest coverage rate reaches about 1.7–1.8%.

+ The proportion of urban residents using clean water is over 98%, and rural residents have access to clean water, reaching over 80%.

+ The rate of wastewater collected and treated meeting prescribed standards and regulations is over 50% for urban areas of type II or higher, over 20% for remaining urban areas, and 100% for industrial parks and industrial clusters.

+ The rate of solid waste collection and treatment reaches about 90%.

- Regarding infrastructure development:

+ Provincial roads meet minimum standards of level IV plain; district roads are 100% hardened, meeting the minimum standard of level V plain; Build a synchronous network of "connection" points to highways and national highways.

+ Synchronously develop electricity, irrigation, water supply and drainage infrastructure, industrial zones and clusters, and environmental protection works.

+ Develop digital infrastructure and data infrastructure to create a digital transformation platform; develop digital government, digital economy, and digital society.

- Regarding national defense and security:

Complete 100% of the construction of works in the province's defense area; 70% of key projects in the district defense area; 100% of communes, wards, and towns meet the standards of "Safety, security and order", comprehensively strong facilities.

(2) Vision to 2050

Bac Lieu is a province with a developed economy. The society is orderly, disciplined, secure, safe, and civilized, and the people have a well-off and happy life. The ecological environment, biodiversity, and natural landscape are protected and preserved. Smart, clean, green urban system; modern countryside; ecological agriculture. Socio-economic infrastructure and digital infrastructure are synchronous and modern. Politics, defense, and security are maintained.
