Regarding this issue, LawNet would like to answer as follows:
On March 13, 2024, the Prime Minister issued Decision 229/QD-TTg approving the Planning for the network of public science and technology organizations for the period 2021–2030, with a vision to 2050.
The scope of planning is public science and technology organizations (hereinafter abbreviated as S&T) nationwide in accordance with the law on public science and technology organizations and other relevant legal regulations.
S&T organizations established by competent authorities specified in Points a, b, c, d, dd, e, g, Clause 1, Article 12 of the Law on Science and Technology 2013 are regulated subjects, including:
- Public science and technology organizations (except public science and technology organizations under the Ministry of Public Security, the Ministry of National Defense, and science and technology organizations that are higher education institutions) under the management of ministries and ministerial-level agencies (hereinafter referred to as sets):
+ Public science and technology organizations directly under the ministry;
+ Public science and technology organizations under the general department and organizations equivalent to the general department under the ministry;
+ Public science and technology organizations under the department and equivalent organizations under the ministry;
+ Public science and technology organization directly under the ministry's science and technology organization.
- Public science and technology organizations directly under government agencies.
- Public science and technology organizations are member units and affiliated units of Hanoi National University and Ho Chi Minh City National University (hereinafter collectively referred to as national universities).
- Public S&T organizations belong to organizations established by the Government or the Prime Minister and are not public service units.
- Public science and technology organizations under the management of the People's Committees of provinces and centrally run cities (hereinafter collectively referred to as Provincial People's Committees):
+ Public science and technology organizations under the Provincial People's Committee;
+ S&T organizations under specialized agencies under the Provincial People's Committee (hereinafter collectively referred to as departments); public science and technology organizations directly under the branch and equivalent under the department; public science and technology organizations are under other administrative organizations, and public service units are under the Provincial People's Committee.
The implementation of the Public Science and Technology Organization Network Planning for the period 2021–2030, with a vision to 2050, must reflect the following development perspectives:
- In accordance with the Socio-Economic Development Strategy for the period 2021 - 2030; Strategy for developing science, technology, and innovation until 2030; National master planning and other related strategies and plans.
- Develop a network of public science and technology organizations in an open, flexible and interconnected direction; Closely linked with businesses, meeting the needs of the domestic S&T market, and effectively participating in the international S&T market; Meet the socio-economic development requirements of the country and each region, industry, and locality according to each stage of development. Strengthen the decentralization of management in public science and technology organizations. Promote the implementation of the autonomy mechanism, and gradually socialize the activities of public science and technology organizations.
- Pay attention to the development of basic research organizations; increase investment in applied research organizations to promote commercialization and transfer of research results to serve production and business; and simultaneously develop science and technology service organizations and public science and technology organizations to meet the requirements of providing public services in the field of science and technology.
