According to the current regulations, prisoners who are nearing the end of their imprisonment term, prisoners who have been proposed for amnesty and are awaiting the President's decision, prisoners who have been proposed for complete reduction of their imprisonment term (collectively referred to as prisoners about to complete their prison sentence) at prisons, detention centers under the Ministry of Public Security, provincial-level public security temporary detention centers, district-level public security criminal execution agencies, and concerned agencies, organizations, and individuals are all facilitated for education and counseling to reintegrate into the community, contributing to the prevention of recidivism and legal violations.

- Main educational content and program include:- Legal education: Regulations on criminal record expungement, basic rights and obligations of citizens; legal provisions on residence, security protection, maintaining social order and safety; crime and social evils prevention and control;- Dissemination of some new guidelines and policies of the Communist Party, the State and achievements in economic, social, security, and defense development;- Education on the policy of national unity; on ethics, lifestyle, determination to establish oneself and a career, cultural lifestyle, awareness of complying with social ethical rules; responsibilities to oneself, family, and society;- Education on community reintegration; job-seeking skills, stabilizing life, overcoming life's difficulties and challenges, rejecting solicitation and persuasion by bad elements, and avoiding social evils.- Supplemental education program includes: Organizing cultural, artistic, physical, sports activities, reading books and newspapers, listening to radio programs, watching videos, central and local television broadcasts, and other recreational activities.- For juvenile prisoners, the educational duration on ethics, life skills, and organizing recreational activities should be increased.- For foreign prisoners, continue teaching Vietnamese, educating on national cultural traditions and Vietnamese law, especially regulations on residence, entry, and exit procedures.
