On December 29, 2023, the Prime Minister issued Decision 1736/QD-TTg approving the Planning of Tay Ninh province for the period 2021-2030, with a vision to 2050.

(1) Development objectives until 2030

* Overall objectives

Promoting all potentials, advantages, resources and human factors to help Tay Ninh develop quickly, comprehensively and sustainably. By 2030, Tay Ninh will become a dynamic, civilized, developed locality with a good living environment, well adapted to climate change, becoming a locality worth visiting and living in. Industry and tourism services are the main driving forces for growth associated with new space development, making Tay Ninh one of the centers for industrial development and tourism services of the Southeast Region and the whole country. . Agriculture develops towards value chain, quality, efficiency, meeting international standards to expand markets,
Improve efficiency and profits through promoting the application of advanced technology, mechanization, automation, computerization, digitalization and circular economy. Technical infrastructure, social and urban infrastructure are invested synchronously and modernly. Science, technology, and knowledge economy are promoted and become the main factors contributing to improving growth quality; Strongly develop high quality human resources. Comprehensively develop education, healthcare, culture and society, aiming to be among the advanced groups of the country; The material, spiritual and living environment of the people has been improved; Expanding cooperation and deeper integration with the region and the world. Security and national defense are guaranteed, social order and safety are maintained.

* Specific goals and targets until 2030

- Economic:

+ The average economic growth rate in the period 2021–2030 will reach about 9.5%/year; Economic structure: agriculture, forestry, and fisheries account for about 11%, industry - construction accounts for about 58%; services account for 25% and product taxes minus product subsidies account for 6%.

+ GRDP per capita reached about 210 million VND (equivalent to about 7,700 USD).

+ The average labor productivity growth rate in the period 2021–2030 will reach about 10.5%/year.

+ Export turnover growth rate of 10%/year or more.

+ Strive for the tourism industry to contribute over 10% of GRDP.

+ The urbanization rate reaches about 53%.

+ 100% of communes achieve new rural areas, and 100% of districts and towns meet new rural standards.

- Regarding society:

+ There are 55% of preschools, 65% of elementary schools, 70% of middle schools, and 50% of high schools that meet national standards.

+ The rate of trained workers reaches 80%, of which trained workers with degrees and certificates reach 35%.

+ The poverty rate remains below 0.5%.

+ The average life expectancy of people reaches 75 years; the number of years of healthy life is at least 68 years.

+ The number of doctors/ten thousand people reached 11; the number of hospital beds/ten thousand people reached 32 beds.

+ The rate of malnourished children under 5 years old (stunting) is less than 15%.

- Regarding resources and the environment:

+ Forest coverage rate is 16.4% or more.

+ The proportion of the urban population supplied with clean water through the centralized water supply system reaches 50%; the rate of rural households using hygienic drinking water reaches 100%.

+ The rate of hazardous waste collected and treated reached 100%.

+ The rate of urban solid waste collected and treated is over 95%.

- Regarding infrastructure:

+ Completing the work of upgrading urban areas of Tay Ninh city and towns; Complete the classification of new urban areas and (expanded) towns when meeting the conditions and criteria for urban classification; Developing investment projects to develop urban areas, residential areas, and social housing according to goals, orientations, and urban and rural development programs; urban planning, construction planning; housing development programs and plans; and social housing.

+ Total housing floor area is about more than 47 million m2, and the average housing area per capita in the province is 33.0 m2 floor/person; strive for social housing floor area to reach about 670 thousand m2, equivalent to about 15,200 units.

- Regarding national defense and security:

+ 100% of communes, wards, and towns meet the standards of "Safety, security and order", comprehensively strong facilities.

+ Building defense zones, all-people national defense, all-people national defense posture associated with a strong people's security posture, maintaining political stability, social order, and safety in all situations, and building a border of peace, cooperation, and development. Associate economic and social development with ensuring national defense and security.

(2) Vision to 2050

Tay Ninh becomes a province with a developed economy based on clean industry and high-tech agriculture; developed trade and tourism, and is the gateway to international trade for the Southeast Region and the whole country. The province has an effective public administration system, a friendly business environment, and an attractive living environment based on a sustainable and diverse ecosystem.
