On December 5, 2023, the Prime Minister issued Decision 1579/QD-TTg approving the Planning of Phu Tho province for the period 2021–2030, with a vision to 2050.
(1) Development goals until 2030
* Overall objectives
Exploit and effectively use resources and promote a rich and diverse cultural identity; strive to make Phu Tho the leading developing province in the Northern midlands and mountainous areas by 2030; and have a synchronous socio-economic infrastructure system. Forming a dynamic regional linkage chain for the region in the Bac Giang - Thai Nguyen - Phu Tho belt and gradually forming development centers for tourism, healthcare, education and training, trade, and logistics in the Northwest sub-region. Developing science, technology, innovation, and improving the quality of human resources; creating a sustainable living environment and a good quality of life for people associated with sustainable use of resources and ecosystems. Preserving and promoting the cultural values of the Land of the Patriarchs with two representative intangible cultural heritages of humanity. Develop Viet Tri City to become a festival city, returning to the roots of the Vietnamese nation.

- Economic
+ The average growth rate of gross product in the province (GRDP) in the period 2021-2030 reaches 10.5%/year or more.
+ Average GRDP per capita in 2030 will reach 6,000–6,200 USD.
+ GRDP structure by 2030: Industry - construction, accounting for 48–50%; services account for 33–35%; agriculture, forestry and fisheries account for 12–14%; Product tax minus product subsidies accounts for 3–5%.
+ Mobilizing investment capital for social development in the 2021–2030 period reaches 800 trillion VND or more, of which the proportion of FDI capital accounts for 19–20%.
+ The average social labor productivity growth rate will reach over 8%/year in the period 2021–2030.
+ The proportion of the digital economy that accounts for about 15% of GRDP by 2025 and equals the national average from 2030 onwards; the total factor productivity (TFP) contribution reaches 45% by 2030.
+ Belongs to the region's leading group in terms of the Provincial Competitiveness Index (PCI), Administrative Reform Index (PAR index), and Satisfaction Index of people and organizations for the service of state administrative agencies (SIPAS) and the Public Administration and Governance Performance Index (PAPI).
- Regarding society
+ The average natural population growth rate in the period 2021-2030 will reach 1.08%/year.
+ The rate of schools meeting national standards reached 100%.
+ The number of doctors per 10,000 people reached 17 doctors; the number of hospital beds per 10,000 people reached about 57 beds (not including medical station beds).
+ The rate of trained and vocationally trained workers reaches 75%, of which 35% have degrees and certificates.
+ The rate of communes meeting new rural standards reached 85% and advanced rural areas reached 40%.
+ The average housing area in the province is about 39.95 m2 floor/person; The rate of permanent and semi-permanent housing in the whole province strives to reach about 99%.
- Regarding urban areas and infrastructure
+ The urbanization rate by 2030 will reach 30 - 32%.
+ The rate of people using the Internet reaches a minimum of over 90% and universalizes broadband Internet as an essential utility for 80% of people.
+ The proportion of people using clean water from centralized water supply works in urban areas reaches 100%, and in rural areas it reaches 50%.
+ Smooth and safe transportation infrastructure; Irrigation infrastructure, dykes, lakes, and dams ensure water sources for production and daily life and proactively drain water; Ensuring electricity needs for production and daily life.
- Regarding environment
+ By 2030, the rate of collected and treated household solid waste in urban areas will reach about 90%–100%, and in rural areas, about 80% - 95%; 100% of hazardous waste will be collected, transported, and treated to meet environmental technical standards.
+ 100% of industrial parks and industrial clusters have centralized wastewater treatment systems; production and business establishments that meet environmental standards.
+ Maintain stable forest area and structure of 03 forest types with a forest coverage rate of about 38–39%.
- Regarding national defense and security: build a solid defense area; closely linking and harmonize economic development with culture, society, and the environment; strengthen national defense and security; maintain political stability; and ensure social order and safety.
(2) Development vision until 2050
Phu Tho is a developed province in the Northern region, among the group of developed provinces in the country. As one of the leading industrial, service, and tourism centers of the Northern Midlands and mountainous regions, it is a place worth living, worth visiting, safe, and prosperous.
