On December 29, 2023, the Prime Minister issued Decision 1727/QD-TTg approving the Lam Dong Provincial Planning for the period 2021–2030, with a vision to 2050.

(1) Development objectives until 2030

* Overall objectives:

- Lam Dong becomes a fairly comprehensively developed province of the country; build Da Lat city and surrounding areas into a high-quality tourism center of the country and the Southeast Asia region; and a center of education and innovation.

- Accelerate economic growth, taking agriculture and forestry development as the focus and support; processing industry development is the driving force; and tourism development is a breakthrough. Transforming the regional economic structure towards a green economy and circular economy is associated with transforming the growth model towards improving efficiency based on high technology, digital transformation, and high added value.

- Develop a sustainable, modern, highly efficient, and organic agricultural economy, aiming to form large-scale specialized farming areas; become a national and international high-tech organic agricultural research and production center.

- Develop service, tourism, and logistics industries based on digital platforms and high quality, and diversify service types.

- Prioritize the sustainable development of the mining and processing industries of bauxite, alumina, aluminum processing, and aluminum products; develop the agricultural and forestry product processing industries.

- Invest in a synchronous, modern infrastructure system connecting regions and between urban and rural areas; develop urban space effectively and sustainably; form dynamic economic regions, economic centers, and new urban development associated with the motivation, potential, and strengths of each region with a long-term, comprehensive, strategic vision; respect market rules and principles of sustainable development; ensure the hierarchy, continuity, unity, completeness, and integration of the planning system.

- Strongly develop education, health care, science and technology, startup ecosystems, and innovation in a modern direction; enhance the role of culture; preserve and promote the unique cultural identity of ethnic communities; and ensure social security and welfare.

* Specific goals and targets

- Economic:

+ The average GRDP growth rate in the period 2021–2030 reaches 8.5% - 9%/year.

+ Economic structure: agriculture, forestry, and fisheries sector accounts for 29.5%, the industry-construction sector accounts for 27.3%, and the service sector accounts for 43.2%. 5

+ GRDP per capita reached 170 million VND/person.

+ Total annual investment capital for social development accounts for about 35%–36% of GRDP.

+ The urbanization rate by 2030 will reach 59.3%.

+ Complete the New Rural Construction Program by 2025 (reaching 100% of communes).

+ The urban area's economy will contribute about 85% to the GRDP by 2030.

- Regarding society:

+ The rate of public schools meeting national standards reached 100%.

+ Achieving 32 hospital beds/10,000 people and 11 doctors/10,000 people.

+ The multidimensional poverty rate maintains a reduction of at least 1.0%–1.5%, of which poor ethnic minority households decreased by 2.0%–3.0%.

+ The rate of trained workers with degrees and certificates reached 32.1%; the number of workers creating new jobs annually is 10,000–12,000 people/year; and the unemployment rate is below 1.2%.

- Regarding resources and the environment:

+ Forest coverage rate reaches about 55%.

+ The rate of using clean and hygienic water among urban residents reached 100%. The rate of using clean and hygienic water among the rural population reaches 98% (clean water by 2030 will reach 65%, and hygienic water will reach 98%).

- Regarding urban areas and infrastructure development:

+ The urbanization rate of the whole province reached about 59.3%.

+ The rate of industrial park waste collected and treated up to standards is 100%; rate of municipal solid waste collected and processed meets standards at 100%.

+ The rate at which wastewater from industrial parks, industrial clusters, and hospitals is treated to meet environmental technical standards is 100%.

+ Build a synchronous traffic system, forming a smooth and safe traffic network; Irrigation infrastructure, dykes, dams, and water supply ensure water sources for production and daily life; proactively drain and drain water; Power supply infrastructure ensures production and living needs; modern communication, internet, and terminal systems; Urban infrastructure, rural infrastructure, and infrastructure in six societies are synchronous, oriented towards modernity, meeting criteria according to urban classification and criteria for building new rural areas, ensuring utilities to serve people's lives, and meeting development needs.

- Regarding national defense and security: build a solid defense area; the armed forces are comprehensively strong and meet mission requirements.

(2) Vision to 2050

Lam Dong province meets the standards to become a modern, centrally run city with an identity that is green, smart, and worth living.
