On December 7, 2023, the Prime Minister issued Decision 1585/QD-TTg approving Lai Chau Provincial Planning for the period 2021 - 2030, with a vision to 2050.

(1) Development objectives until 2030

* Overall objectives

Grasp and effectively exploit internal and external opportunities and resources to accelerate economic growth,
build Lai Chau for green, fast, sustainable and comprehensive development in all aspects of economy - society, security - defense. The province's economic structure is shifting in a positive direction, increasing the contribution of the service industry, focusing on developing border economy and tourism associated with the cultural identities of ethnic groups; Developing the energy industry, mining, processing, expanding export markets for local goods; Agriculture develops in the direction of multi-value, concentrated commodity production associated with new rural construction, high-tech and organic agriculture, and sustainable forestry economic development. Synchronously develop the socio-economic infrastructure system, especially regional connectivity infrastructure. Science and technology are applied effectively, the digital economy develops, and the quality of human resources is improved. The fields of education, health, culture, and society are comprehensively developed, the material and spiritual lives of the people are improved, cooperation is expanded, and integration is profound. Ensuring national defense and security, maintaining national border sovereignty. By 2030, strive to make Lai Chau a medium-developed province of the Northern midlands and mountainous regions.

* Specific objectives and targets

- Economic:

+ GRDP growth rate in the period of 2021 - 2030 will reach about 9% -11%, of which: Agriculture, forestry and fisheries sector will increase about 5.0%/year; Industry and construction increased about 13.6%/year; The service industry increases about 7.9%/year.

+ Economic restructuring: Agriculture, forestry and fisheries account for 10.1%; Industry and construction account for 48.5%; service industry accounts for 33.4%; Product tax minus product subsidies accounts for 8.0%.

+ Total product per capita reached 116.6 million VND/person/year (equivalent to 4,266 USD at current prices).

+ Mobilizing investment capital for development in the period 2021 - 2030 reaches about 168 trillion VND, equivalent to about 6.5 billion USD (at current prices).

+ Average labor productivity increase reaches 8.2%/year.

+ Local budget revenue is over 4,500 billion VND by 2030.

+ The average growth rate of total import-export turnover reached 13%.

+ Tourists in 2030 will reach over 2 million people.

- Regarding society:

+ Population size by 2030 is about 546 thousand people. The average population growth rate is about 1.4% - 1.5%/year.

+ Urbanization rate reaches 40%.

+ The rate of trained workers reaches 70%, of which 55% of trained workers with certificates reach 55%. On average, creating jobs for over 9,700 workers each year.

+ The rate of schools meeting national standards reached 80%.

+ The average poverty rate decreases by 2% - 3%/year.

+ The ratio of hospital beds/10,000 people reaches over 40 beds and over 13 doctors/10,000 people; 97.7% of communes meet national health criteria.

+ The rate of villages, hamlets and residential areas with cultural houses reaches 88%; The rate of families meeting cultural standards is over 86%; The rate of cultural residential areas reached 78%; The rate of agencies and business units meeting cultural standards reached 98%.

+ The rate of communes meeting new rural standards reaches 70% of communes, of which the rate of communes meeting advanced new rural standards reaches 25%; There are 04 district-level units meeting new rural standards.

- Regarding resources and environment:

+ Forest coverage rate reached 56%.

+ The rate of urban domestic solid waste and industrial solid waste collected and processed reaches 90%.

+ The rate of industrial parks and clusters with centralized wastewater treatment systems reaches 100%.

- Regarding infrastructure:

+ Hardening 100% of district roads and over 80% of commune roads in the province.

+ The proportion of urban population provided with clean water through the centralized water supply system reached 100%; 100% of rural residents have access to hygienic water, 30% of rural residents have access to clean water that meets quality standards.

+ The rate of households using national grid electricity reaches 98%.

+ Universalizing fiber optic broadband Internet services throughout the province. Universalize 4G mobile network services and smart mobile phones, gradually develop 5G network.

- Regarding national defense and security:

Strengthen management of national defense and security, proactively grasp the situation, not be passive or surprised; Effectively prevent traditional and non-traditional security challenges. Build, consolidate and promote the all-people defense posture associated with the people's security posture. Perform well the management and protection of national borders and landmarks; Strengthen Party foreign affairs, State diplomacy, border defense diplomacy and people's diplomacy, and properly resolve border events.

(2) Vision to 2050

Lai Chau is a province with green, sustainable, civilized development, rich in cultural identity, and comprehensive development; Rural infrastructure has been modernized, fully meeting the criteria of new rural areas. Firmly protect national border sovereignty, maintain political security, and ensure social order and safety. Strive to make Lai Chau a province with an economic and social level above the national average.
