On December 19, 2023, the Prime Minister issued Decision 1639/QD-TTg approving the Hai Duong province planning for the period 2021–2030, with a vision to 2050.

(1) Development goals until 2030

* Overall objectives

Strive to be a modern industrial province by 2030, a driving industrial center of the Red River Delta, with a large-scale economy in the country. Synchronous socio-economic infrastructure; the urban system is green, smart, modern, and rich in identity; it meets some basic criteria of a centrally run city.

* Specific goals and targets

- Economic:

+ The average economic growth rate is about 9.5%/year.

+ GRDP per capita (at current prices) reaches over 180 million VND.

+ The proportion in GRDP of the agriculture, forestry, and fishery sectors accounts for about 5.1%; industry-construction accounts for about 62.7%; services account for 24.1%; and product taxes minus product subsidies account for 8.1%;

+ The contribution rate of total factor productivity (TFP) to economic growth reaches 50%; The average growth rate of social labor productivity reaches 8.5%/year; The proportion of the digital economy accounts for 35% of GRDP; it mobilized social investment capital for the whole period of about 582 trillion VND.

- Regarding society:

+ Population size reaches about 2.55 million people, with an average population increase of about 2.9%/year;

+ The proportion of labor in agriculture - industry, construction - services will reach 14.5% - 53.0% - 32.5% respectively;

+ The rate of trained workers reaches 90%, of which the rate of trained workers with degrees and certificates reaches 48%;

+ Unemployment rate drops below 2%; the rate of poor households, according to the multidimensional poverty standard, maintains a decrease of 1.0 - 1.5%/year;

+ The rate of national standard schools striving for preschool levels reaches over 90%; primary schools reached 100%; secondary schools achieved over 95%; high schools achieved over 90%;

+ The ratio of hospital beds/10,000 people is 40.5 hospital beds (excluding commune-level health stations); The number of doctors/10,000 people reached 15 doctors;

+ The urbanization rate reaches over 55%; The labor structure is shifting towards gradually reducing agricultural labor and gradually increasing non-agricultural labor.

- Regarding environmental protection:

+ Forest coverage rate from 5.2% to 5.6%;

+ The proportion of the population using clean and hygienic water reaches 100%;

+ 100% of the volume of ordinary domestic and industrial solid waste is collected and processed using advanced, environmentally friendly technology; 100% of wastewater from industrial parks, industrial clusters, and hospitals is treated to meet environmental technical standards.

- Regarding infrastructure: develop in a synchronous and modern direction, especially transportation infrastructure, electricity supply, water supply, drainage, etc., to ensure the needs of people's production, business, and daily lives. Safe dyke and dam systems. Focus on investing in social infrastructure development.

- Regarding national defense and security: Strengthen national defense and security assurance; build an orderly, disciplined, safe society; ensure the peaceful and happy lives of the people.

(2) Vision for 2050

Hai Duong meets the criteria of a centrally run city; modern, green, smart, secure, safe, sustainable city, deeply integrated internationally, rich in Eastern cultural identity, and an important driving force promoting socio-economic development in the Red River Delta. Develop high-tech industry and high-quality services to serve production activities in the locality and the entire region; Developing a multi-value agricultural economy creates stability for the economy.
