On January 11, 2024, the Prime Minister issued Decision 39/QD-TTg approving the Planning of Dong Thap province for the period 2021–2030, with a vision to 2025.

(1) Development objectives until 2030
* The overall objective is that Dong Thap is a province with a fairly high level of development, in the top group in terms of digital transformation, one of the centers of agricultural production and agricultural product processing in the Mekong Delta, has a synchronous infrastructure system, modern urban areas, rural areas rich in identity, friendly and attractive tourism, comprehensive development of cultural, social, and human fields, and maintains the top position in the country in terms of indicators such as administrative reform, efficiency of governance and public administration, and provincial competitiveness. National defense, security, social order, and safety are guaranteed; international cooperation and integration are enhanced. People have a prosperous, civilized, and happy life.
* Specific objectives
- Economic:
+ The average growth rate of gross product (GRDP) reaches 7 - 7.5%/year. GRDP per capita (current price) is about 160 million VND.
+ The proportion of GRDP in industry - construction accounts for about 27%; service industry accounts for about 43%; agriculture, forestry, and fisheries account for about 22%; product tax minus subsidies is about 8%.
+ The contribution rate of aggregate productivity to economic growth (TFP/GRDP) by 2030 is 50%.
+ Mobilizing investment capital for social development in the period 2021–2030 reaches 477,000 billion VND.
- Regarding society:
+ The average population growth rate is about 0.6–1.2%.
+ The rate of trained workers reaches 85%, of which the rate of vocationally trained workers reaches 65%.
+ Human development index (HDI) reaches about 0.75.
+ The rate of the population participating in health insurance reached over 95%.
+ The rate of poor households decreased by an average of 0.32%; the poverty rate according to the multidimensional poverty standard reached less than 1.2%.
+ Percentage of educational establishments meeting standards: preschool 75%, elementary school 70%, middle school 80%, high school 90%.
+ The ratio of hospital beds/10,000 people is 32 beds, and the ratio of doctors/10,000 people is 12 people.
- Regarding environment:
+ 100% of urban residents and 98% of rural residents use clean water that meets standards.
+ Over 50% of class II and higher urban areas and over 20% of the remaining urban areas have wastewater collected and treated to meet prescribed standards and regulations.
+ 90% of normal solid waste and hazardous waste from urban areas, industrial parks, and industrial clusters is collected and treated according to regulations.
+ The urbanization rate in 2030 will reach over 42%.
+ 100% of district and commune-level administrative units meet new rural standards, of which 50% meet advanced rural standards.
+ The ratio of traffic land to urban construction land is about 11–16%.
- Regarding national defense and security
Firmly ensure national defense and security; maintain political stability, order, social safety, and national border sovereignty. Building borders of peace, friendship, cooperation, and development.
(2) Vision to 2050
Dong Thap is the leading province in the country in a number of agricultural fields, the center of agriculture and eco-tourism in the Mekong Delta; and the center for economic development exchange between the Mekong Delta and countries in the Mekong sub-region. People have prosperous and happy lives.
