On January 27, 2024, the Prime Minister issued Decision 109/QD-TTg approving the Den Bien Provincial Planning for the period 2021–2030, with a vision to 2050.

(1) Development objectives until 2030

* Overall objectives

By 2030, Dien Bien will become a well-developed province in the northern midland and mountainous region; and one of the tourism, service, and medical centers of the region. Develop agriculture and forestry using modern science and technology, with high productivity and quality combined with processing industry and tourism; the digital economy plays an important role in provincial development; and develop a synchronous and modern socio-economic infrastructure system. Political stability, ensuring national defense and security, and maintaining border sovereignty.

* Specific objectives until 2030

- Economically: economic growth rate in the period 2021–2030 reaches 10.51%/year. Economic structure by 2030: The service industry accounts for about 41.2%; agriculture, forestry, and fisheries account for about 12.7%; Industry - construction accounts for about 42.4% (of which industry accounts for about 12.1%).

By 2030, average GRDP/person will reach over 113 million VND (at current prices), labor productivity will reach 190.0 million VND (at current prices), strive for state budget revenue in the area to reach over 5,000 billion VND, and tourists reach over 2.65 million people.

- Socially: By 2030, the province's population will reach 802,253 people; The rate of trained workers with degrees and certificates is about 55%; 100% of communes, wards, and towns meet national health criteria; The insurance participation rate reached 100%; The number of schools recognized as meeting national standards reached 90%; Reduce the rate of multi-dimensional poverty in households to less than 8%.

- Regarding the environment: By 2030, maintain the forest coverage rate of 48%; The percentage of households using national grid electricity reached 100%; The proportion of urban residents using clean water according to standards is 100%; The rate of rural people using hygienic water for daily life reached 100%, of which 83% used clean water that met standards; The waste collection rate reaches 95–100% for urban areas and 50–70% for rural areas. Domestic wastewater collected and treated reaches 60% or more; 100% of wastewater and solid waste from industrial zones and clusters is collected and treated to meet environmental technical standards.

- Regarding space and infrastructure:

+ By 2030, the urbanization rate will strive to reach over 32%. Build Dien Bien Phu city to become a green - clean - civilized urban area, fulfilling the criteria of a grade II urban area.

+ By 2030, 03 new towns will be formed (Muong Nhe town, Thanh Xuong town, Nam Po town) and 01 new urban area (Ban Phu urban area, Dien Bien district); strive to gradually form 04 urban areas (Muong Nha urban area, Muong Luan urban area, A Pa Chai urban area, Bung Lao urban area). Strive to have 04 districts meet new rural standards, and over 60% of communes meet new rural standards (of which about 20% meet advanced new rural standards and model new rural areas).

+ Investment infrastructure is basically developed in a synchronous and modern direction. Smooth and safe transportation infrastructure; electricity ensures good production and living needs; water sources for production and daily life are guaranteed; Safe dam system; Social infrastructure meets development needs.

- Regarding national defense and security: strengthen the province's defense and security potential; implement mechanisms to mobilize local and social resources to build the province's defense potential. Building a comprehensively strong armed force, absolutely loyal to the Party, Fatherland, and people, with qualifications and combined strength, high readiness, and combat power, not being passive or surprised, and promptly and effectively handling situations. Combine the tasks of socio-economic development with strengthening national defense and ensuring security.

(2) Vision to 2050

Build Dien Bien province to be a well-developed province of the country, a key national historical-cultural and ecological tourism center of international class; People have a high income, a good quality of life, and are happy. The cultural values and identities of the ethnic groups in the area, especially the H'Mong and Thai ethnic cultures, are preserved and developed. Ensuring national defense and security and maintaining sovereignty.
