On December 30, 2023, the Prime Minister of Vietnam issued Decision 1747/QD-TTg approving the Planning of Dak Lak province for the period 2021–2030, with a vision to 2050.
(1) Development objectives until 2030
* Overall objectives
Improve the people's material, cultural, and spiritual lives to reach the national average on the basis of rapid and sustainable socio-economic development based on a green, circular economy; the cultural identities of ethnic groups; Dak Lak province becomes a unique destination, attractive to domestic and international tourists; Buon Ma Thuot city is a development pole of the Central Highlands region, integrating and connecting in an open direction with the region and the world. Continue to maintain a high cumulative investment rate for the economy; promote economic restructuring towards progress, increasing sustainability in development; Strongly innovate science and technology, significantly improve the quality of education and training, and develop human resources, health, culture, and sports. Combining economic development with ensuring social security, protecting the ecological environment, promoting the strength of ethnic solidarity, building a strong political system, and ensuring national defense and security.
* Detail goal
- Economic:
+ The average annual growth rate of GRDP in the period 2021–2030 is 11%/year.
+ Economic structure: the agriculture, forestry, and fisheries sector account for 20.6%, industry-construction sector accounts for 39.5%, the service sector accounts for 35%, and product tax minus product subsidies accounts for 4.9%.
+ The proportion of the digital economy reaches 20%.
+ GRDP per capita by 2030 reaches 131 million VND.
+ Mobilizing GRDP into the budget is about 13%–14%.
+ Total social investment capital accounted for about 40%–41% of GRDP during the period.
+ Average export turnover growth reaches 3.5% - 4.5%/year.
+ The urbanization rate is about 47%.
- Regarding society:
+ Reduce the annual poverty rate (multidimensional) by 1.5%–2%; poor ethnic minority households 3% - 4%/year for the whole period 2021–2030.
+ Reduce the natural population growth rate to 0.81%.
+ Reduce the proportion of agricultural workers in the total number of economically active workers to about 52%.
+ Reduce the unemployment rate in urban areas to 2%–3%.
+ Increase the rate of trained workers with degrees and certificates to 25%–30%.
+ Upgrade the provincial startup ecosystem to level 4/7.
+ Reduce the rate of malnourished children under 5 years old to below 16.4%.
+ Achieving 32 beds/10,000 people and 11 doctors/10,000 people; the health insurance coverage rate is over 90%.
+ Increase the rate of schools meeting national standards to 70%.
+ 85% of communes meet new rural standards.
- About environment:
+ Forest coverage rate is stable at 42%–44% (including rubber trees and perennial wood trees outside forestry planning).
+ The proportion of the rural population using hygienic water reached 98%, of which the proportion using clean water reached 65%.
+ The proportion of the urban population using clean water reaches 98%.
+ The rate of urban solid waste collected and processed reaches 98%.
+ 80% of daily solid waste generated in concentrated rural residential areas is collected, stored, transported, self-processed, and centrally processed to meet environmental protection requirements.
+ 100% of hazardous solid waste is strictly managed and controlled, from waste source to collection, transportation, and final treatment.
+ 100% of industrial clusters, industrial parks, and export processing zones have centralized wastewater treatment systems that meet environmental technical standards.
+ The landfill rate after treatment must not exceed 20%.
+ The rate of collection and treatment of domestic wastewater in urban areas in the province reaches 70%.
- Regarding national defense and security: build a solid defense area; the armed forces are comprehensively strong and meet mission requirements.
(2) Vision to 2050
Dak Lak province becomes a province with ecological space, identity, creative connection, and a favorite and worth-living destination. The people of Dak Lak are civilized, friendly, and integrated. By 2050, the province will have an economy following a green, circular growth model. The economic scale rose to rank among the top 25 most prosperous provinces in the country. Develop worthy functions at many levels in the Central Highlands, both nationally and internationally. Buon Ma Thuot City is the "World Coffee City," a regional urban center, cultural center, biodiversity conservation center in the Central Highlands and the Vietnam-Laos - Cambodia Development Triangle area, and an international center for research and application of agricultural science and technology.
