On December 2, 2023, the Prime Minister issued Decision 1519/QD-TTg approving Can Tho city planning for the period 2021–2030, with a vision to 2050.
(1) Development goals until 2030
* Overall objectives
Can Tho city is the growth pole of the Mekong Delta; An ecological, civilized, modern city imbued with the cultural identity of Tay Do; is an urban center, commercial service center, tourism, logistics, processing industry, high-tech agriculture, education and training, specialized healthcare, science and technology, culture, sports of the Mekong Delta; and a synchronous infrastructure system that adapts to climate change, meeting the requirements of intra-regional, inter-regional, and international transport connectivity.
* Specific goals and targets
- Economic:
+ The average growth rate of gross regional product (GRDP) is from 7.5% to 8%; GRDP per capita (current price) reaches over 220 million VND.
+ The proportion of the region's GRDP: agriculture, forestry, and fisheries is about 5.9%, industry - construction are about 35.9%, services and product taxes minus product subsidies are about 58.2%.
+ The average labor productivity growth rate is 11 - 15%/year.
+ Strongly develop digital infrastructure and data infrastructure to create a national digital transformation platform, develop digital government, digital economy, and digital society; the proportion of digital economy reaches about 30% of GRDP.
- Regarding society:
+ Population increases on average by about 0.67%/year.
+ Average life expectancy is 75 years old, of which a healthy life span is at least 68 years. The proportion of agricultural workers in total social labor decreased to less than 20%.
+ The rate of trained workers is over 85%, of which the rate of trained workers with degrees and certificates is over 40%.
+ The percentage of schools meeting national standards at the preschool level is over 90%; at the elementary level, it is over 95%; at the middle school level, it is over 95%; and at the high school level, it is over 85%.
+ Minimum number of hospital beds/10,000 people; Minimum number of doctors/10,000 people; The ratio of private hospital beds is at least 15%.
+ Strive for 100% of communes to meet advanced new rural standards and over 50% of communes to meet model new rural standards.
+ Health insurance coverage rate reaches over 95%. The multidimensional poverty rate will be below 0.32% by 2025; and we strive to have basically no poor households according to national standards by 2030.
- Regarding resources and the environment:
+ The rate of urban domestic solid waste collected and treated reached 100%, rural domestic solid waste collected and treated reached 80%, and ordinary industrial solid waste, hazardous waste, and infectious hazardous waste were collected and treated 100%.
+ The rate of operating industrial zones and clusters with centralized wastewater treatment systems meeting standards for discharging waste into the environment reaches 100%; 100% of production and business establishments meet environmental standards; Ensure 100% of the wastewater collected and treated meets standards equivalent to the quality of wastewater discharged into receiving sources for domestic purposes.
- Regarding infrastructure development: the urbanization rate is about 80%; Ensure that 100% of grade IV and higher urban areas complete urban classification criteria for urban infrastructure, especially infrastructure for health, education, training, and urban-level cultural works.
- Regarding national defense and security: perform well the task of ensuring national defense, security, and social order and safety.
(2) Vision to 2050
Can Tho is an ecological, civilized, modern city imbued with the river identity of the Mekong Delta; belongs to the group of well-developed cities in Asia, becoming a livable smart city in Vietnam.
