On September 07, 2017, the Ministry of Transport issued Circular 30/2017/TT-BGTVT specifying the approval authority on national inland waterways.

- The Ministry of Transport shall direct the mobilization of means and manpower of organizations and individuals in extraordinary cases to perform disaster prevention and search and rescue tasks as prescribed by law.- The Vietnam Inland Waterways Department shall review and approve the plan for traffic assurance and anti-drift operations on inland waterways according to the plan approved by the Ministry of Transport and organize the selection of the implementing unit in accordance with regulations;- In case of construction or repair of works, the Vietnam Inland Waterways Department and regional inland waterways management agencies shall review and approve the traffic safety assurance plan as prescribed by law.
