The General Staff of the Vietnam People's Army issues the planning for the basic non-obstruction surfaces of military airports, civil airports, joint-use airports, and special flight areas;- The Minister of Transport approves the detailed planning for national airports and airfields, except for specialized airports; approves the planning for systems of aeronautical radio stations and facilities.
