Appraisal of Motor Vehicle Design Minimum 2 Million VND/Design

The Ministry of Finance has recently issued Circular 239/2016/TT-BTC which regulates service fees for testing, quality inspection, technical safety, and environmental protection for various types of road motor vehicles, specialized motorcycles, and components used in manufacturing, assembling, and importing.

The fee for testing the technical safety and environmental protection quality for motorcycles, motorbikes, and other similar vehicles is 7,000 VND/sample. For different types of cars, trailers, and semi-trailers manufactured, assembled from individual components and imported; four-wheeled cargo vehicles with engines; four-wheeled passenger vehicles with engines; specialized motorcycles and other similar vehicles, the fee is 12,000 VND.

In cases where motor vehicles and specialized motorcycles require design appraisal, the appraisal fee is calculated as 8% of the design cost as declared and listed by the design facility but not less than 2,000,000 VND per design. When supplementing or amending an already appraised design dossier, the fee is 1,000,000 VND per design.

Details on the service fee for testing, quality inspection, technical safety, and environmental protection for various types of road motor vehicles, specialized motorcycles, and components used in manufacturing, assembling, and importing can be found in the Service Fee Schedule issued with this Circular.

Circular 239/2016/TT-BTC takes effect from January 1, 2017, and replaces Circular 114/2013/TT-BTC and Circular 132/2014/TT-BTC of the Minister of Finance.
