Article 7 of Decree 106/2020/ND-CP stipulates the dossier and time limit for appraisal of the Job Position Scheme as follows:

1. Dossier

The dossier for requesting appraisal of the Job Position Scheme includes:

- Document requesting the appraisal of the Job Position Scheme;- Job Position Scheme;- Copies of documents from competent authorities stipulating the functions, tasks, powers, and organizational structure of the public service provider;- Other documents related to the construction of the Job Position Scheme (if any).

2. Contents of the Job Position Scheme

Includes the following contents:

- The necessity and legal basis for constructing the Job Position Scheme;- Statistics and grouping of tasks by function, duty, nature, and complexity level;- Identification of job positions, including: job descriptions, competency frameworks, and professional titles for each job position;- Compilation of job positions and structure of public employees by professional title of the public service provider;- Recommendations and proposals (if any).

3. Time limit for appraisal

Within 40 days (for initial submission for appraisal and approval), 25 days (for adjustment requests) from the date of receiving a complete dossier, the agency or organization assigned the responsibility of appraising the Job Position Scheme must complete the appraisal to submit to competent authorities for consideration and approval of the job positions and structure of public employees by professional title of public service providers within their management scope. In cases where the competent authority does not agree, a written notice must be given to the public service provider specifying the reasons.
