Appointment, Removal, and Term of the Board of Management in Science and Technology Organizations

To be specific, Circular 13 stipulates:

- The Chairman, Vice Chairman, and members of the Board of Management are appointed and dismissed by the Minister, the Head of an agency equivalent to a Ministry, an agency under the Government of Vietnam, or the Chairman of the Provincial People's Committee.- The term of service for members of the Board of Management is not to exceed 5 years. During their term, the Board of Management may propose adjustments to its membership as necessary. Each member may not serve on the Board for more than two consecutive terms (except for the head of the public scientific and technological organization). After each term, members of the Board may be newly appointed or re-appointed if they meet the required standards by regulation.- Members of the Board of Management work on a part-time basis and are entitled to part-time remuneration from the operational funds of the public scientific and technological organization. The remuneration rates for Board members are stipulated in the internal expenditure regulations of the public scientific and technological organization.- During their term, if a member of the Board of Management is disciplined with a reprimand or more severe action, is transferred, retires, or submits a request to resign from the Board, the Board of Management will review and propose to the competent authority to dismiss or discharge the member.
