Application of Paper Tickets and Electronic Tickets for Passengers on Inland Waterways

This is one of the prominent points mentioned in Circular 34/2019/TT-BGTVT issued by the Minister of Transport to amend and supplement several provisions of circulars regulating inland waterway transport.

From November 01, 2019, passenger tickets are issued in the form of paper tickets or electronic tickets according to the templates stipulated in Appendix II and Appendix III issued together with Circular 34/2019/TT-BGTVT.

In which, paper tickets are tickets issued by organizations or individuals engaged in passenger, luggage, and parcel transportation on inland waterways in the form of pre-printed tickets. Electronic tickets are tickets issued by organizations or individuals engaged in passenger, luggage, and parcel transportation on inland waterways, stored in electronic data formats.

Additionally, Circular 34 provides several notes regarding inland waterway passenger tickets as follows:

- Organizations or individuals engaged in passenger transportation must publicly post the maximum ticket price at the port, passenger terminal, transportation vehicles, and on the information website; guide passengers on how to use the ticket to ensure the rights and obligations of passengers as stipulated;- Organizations or individuals engaged in passenger transportation and passengers may mutually agree on specific ticket prices but must not exceed the publicly posted maximum ticket price. Passenger tickets are self-printed and issued by organizations or individuals engaged in passenger transportation;- Valid passenger tickets must meet the following conditions:

- Issued by units engaged in passenger, luggage, and parcel transportation on inland waterways;- **For paper tickets:** should not be tampered with, erased, or altered, must retain all information, and correctly indicate the transportation route and departure time;- **For electronic tickets:** must have a printed or captured version of the ticket according to the regulations of the organization or individual engaged in passenger transportation or have proof stored in the database system of the transportation unit, containing all personal information matching one of the documents specified in [**Circular 34/2019/TT-BGTVT**](https://lawnet.vn/vb/thong-tu-34-2019-tt-bgtvt-sua-doi-cac-thong-tu-van-tai-duong-thuy-noi-dia-676b9.html).

The sale of inland waterway passenger tickets is conducted as follows:

- Organizations or individuals engaged in transportation are allowed to organize ticket sales at multiple locations, on multiple days, and through various methods to facilitate ticket purchasers before the vehicle's operating time;- When necessary, businesses may request ticket purchasers to provide identification documents or other documents containing complete personal information recognized by law. In case of purchasing tickets online via the electronic network, ticket purchasers must provide complete necessary information as stipulated by the organization or individual engaged in passenger transportation;- Prepare a list of passengers according to the template specified in Appendix IV issued together with Circular 34/2019/TT-BGTVT.
