The Central Executive Committee has issued Resolution 27-NQ/TW on reforming the salary policy for officials and public employees, armed forces, and employees in enterprises. Notably, this includes regulations on the new salary structure applicable to officials and public employees.
Specifically, at Point a Section 3.1 Part II of Resolution 27-NQ/TW, it is stipulated that one of the wage reform contents is the design of a new salary structure, including: Basic salary (accounting for about 70% of the total salary fund) and allowances (accounting for about 30% of the total salary fund). Added bonus (bonus fund accounts for about 10% of the total salary fund of the year, excluding allowances).
In addition, this Resolution mentions several solutions to create resources for wage reform of officials and public employees, such as:
- Abolishing non-salary expenditures of officials and public employees originating from the state budget such as: Meeting allowances; allowances for drafting legal documents, schemes; seminars...
- Implementing salary fund contracting associated with the goal of staffing reduction for agencies and units.
- Expanding the mechanism of expense contracting associated with task performance results.
- Not linking the salary level of officials and public employees with the development, amendment, supplementation of documents stipulating policies that are not salary in nature.
- Studying provisions on contracting non-salary policies (cars, phones...).
- Only promulgating new policies when resources for implementation have been arranged and balanced.
