Regarding this issue, LawNet would like to answer as follows:
On August 16, 2023, the Government issued Decree 60/2023/ND-CP on technical safety quality and environmental protection inspection and certificate of conformity from inspection for imported motor vehicles and imported parts and equipment of motor vehicles under the international agreements to which Vietnam is a signatory.
Application for technical safety quality and environmental protection inspection for imported motor vehicles (physical and digital) includes:
(1) Application form for technical safety quality and environmental protection inspection for imported motor vehicle, provided in Appendix I hereto;
(2) Information sheet of imported motor vehicle, provided in Appendix IV hereto;
(3) Original CoC/DoC issued to each motor vehicle;
(4) VTA;
(5) COP issued to the manufacturer;
(6) C/O;
(7) VIN decoding of each manufacturer;
(8) Commercial invoice enclosed with the packing list;
(9) Declaration of imported goods for paper application, or number and date of the declaration of imported goods for online application.
The documents specified in item from (4) to (9) are copies certified by the importer.

The submission of registration dossiers for inspection of quality, technical safety and environmental protection with imported cars is done as follows:
- The importer files an application for inspection as prescribed with the Inspection Body online via National Wingle Window. In case of force majeure events, the importer may file a paper application with the Inspection Body.
- With regard to a vehicle type that is firstly imported into Vietnam, at the time of application submission, the importer must provide the documents in Article 4.1 of Decree 60/2023/ND-CP (a, b, c, d, dd, e, g, h). Particularly for the CoC/DoC, the importer must submit one representative copy for each type on the National Single Window and all the originals of the CoCs/DoCs of the vehicles in the shipment to the Inspection Body before physical inspection).
The documents specified in Article 4.1 of Decree 60/2023/ND-CP (i) must be submitted upon physical inspection.
- With regard to a vehicle type that is issued with a Certificate of conformity from inspection of technical safety quality and environmental protection for imported motor vehicle, at the time of application for inspection, the importer must provide the documents in Article 4.1 of Decree 60/2023/ND-CP (a, b, c, e, h).
Particularly for the CoC/DoC, the importer must submit one representative copy for each type on the National Single Window and all originals of the CoCs/DoCs of the vehicles in the shipment to the Inspection Body before physical inspection). The documents specified in Article 4.1 of Decree 60/2023/ND-CP (i) must be submitted upon physical inspection.
The importer must provide the Inspection Body with the number of the Certificate of Conformity for the vehicle of the same type that was issued under the first application for inspection. This will allow the Inspection Body to retrieve relevant documents for inspection.
- Upon expiration of the COP, the importer must submit a new COP.
If such a COP is not available, the importer must submit a COP Audit Report, and then supplement a new COP that remains valid within 90 days.

Decree 60/2023/ND-CP takes effect as of October 1, 2023 and applies to components from October 1, 2023, to cars from August 1, 2025.
