Application for technical safety and environmental protection inspection of road motor vehicles under the Ministry of National Defense of Vietnam from January 1, 2025, will be implemented in accordance with the provisions of Circular 66/2024/TT-BQP.

On October 14, 2024, the Minister of National Defense of Vietnam issued Circular 66/2024/TT-BQP regulating the technical safety inspection and environmental protection of motor vehicles and transport construction machinery under the management of the Ministry of National Defense of Vietnam.

The application for technical safety and environmental protection inspection of road motor vehicles under the Ministry of National Defense of Vietnam from January 1, 2025, is regulated as follows:

(1) For initial inspection dossiers

- Motor vehicles and transport construction machinery.

+ Official Dispatch or introduction letter requesting inspection issued by the commander of an agency, regiment-level unit, or equivalent, signed and stamped according to regulations;

+ Vehicle registration certificate, vehicle history (applicable to registered motor vehicles and transport construction machinery);

+ Temporary license plate (applicable to motor vehicles and transport construction machinery that have not completed registration procedures);

+ Copy of the modification certificate of vehicle technical safety and environmental protection (applicable to modified motor vehicles and transport construction machinery).

- Motor vehicles and transport construction machinery of enterprises.

+ Official Dispatch or introduction letter requesting inspection issued by the director or deputy director of the enterprise, signed and stamped according to regulations;

+ Vehicle registration certificate;

+ Copy of the quality certificate of technical safety and environmental protection (applicable to imported motor vehicles and transport construction machinery);

+ Copy of the factory exit quality inspection sheet (applicable to domestically produced and assembled motor vehicles and transport construction machinery);

+ Copy of the modification certificate of vehicle technical safety and environmental protection (applicable to modified motor vehicles and transport construction machinery).

(Article 6 Circular 66/2024/TT-BQP)

(2) For periodic inspection dossiers

- Motor vehicles and transport construction machinery: Follow the regulations in points a, b, Clause 1, Article 6 Circular 66/2024/TT-BQP.

- Motor vehicles and transport construction machinery of enterprises: Follow the regulations in points a, b, Clause 2, Article 6 Circular 66/2024/TT-BQP.

- Set up an inspection dossier.

+ The inspection facility receives one dossier, checks the documents as per Clauses 1, 2, Article 6, and Clauses 1, 2, Article 7 Circular 66/2024/TT-BQP; if the dossier is insufficient, guides the agency, unit, or enterprise to supplement and complete it;

+ The inspection facility prints the technical specifications of the motor vehicle and transport construction machinery from the management database of the Department of Vehicles - Transportation/General Logistics - Technical Bureau; checks the motor vehicles and transport construction machinery and compares them with the documents and the printed technical specifications. If the technical specifications are not in the database, the inspection facility must prepare a Motor Vehicle Dossier according to Form No. 01 or a transport construction machinery Dossier according to Form No. 02 Appendix V attached to Circular 66/2024/TT-BQP;

+ If the inspection and comparison results meet the requirements, enter the technical specifications and administrative information of the motor vehicles and transport construction machinery into the management inspection program, log the vehicle for inspection record; print the Motor Vehicle Dossier or transport construction machinery Dossier (only applicable for the first-time inspected vehicles or those not in the database);

+ Take two comprehensive photos clearly showing the license plate of the motor vehicles and transport construction machinery for record maintenance (photos taken at a 45-degree angle from the front side of the vehicle and one from the back opposite angle, with time displayed on the photos).
