Application for registration of operation of domestic violence victim support facilities in Vietnam (Internet image)

The application for registration of operation of domestic violence victim support facilities and counseling centers for domestic-violence prevention and control in Vietnam is prescribed in Circular 02/2010/TT-BVHTTDL, amended by Circular 23/2014/TT-BVHTTDL, includes:

1. Application form for the operation of the domestic violence victim support facility; consultancy facility on domestic violence prevention and control.

2. Draft of operational regulations of the domestic violence victim support facility; consultancy facility on domestic violence prevention and control.

3. Written confirmation of the People's Committee of the commune regarding the location of the domestic violence victim support facility; consultancy facility on domestic violence prevention and control with activities based on the territory.

4. Statement of financial resources.

5. Curriculum vitae of the head of the domestic violence victim support facility; consultancy facility on domestic violence prevention and control, certified by the People's Committee of the commune of residence or a state management agency over the head; list of consultants meeting the standards set forth in Article 10 of Circular 02/2010/TT-BVHTTDL; list of employees at the facility certified by the head and accompanied by a copy of the Training Certification on domestic violence prevention and control as per Form M3a or M3b issued by a competent authority as prescribed in Clause 1, Article 14 of Circular 02/2010/TT-BVHTTDL. In case the working staff at the facility does not have a Training Certification on domestic violence prevention and control, the dossier must state the training plan for these individuals.

6. Submit two sets of dossiers directly or via postal service to the Department of Culture, Sports and Tourism (if the authority to issue an Operational Registration Certificate belongs to the provincial People's Committee); to the Department of Culture and Information (if the authority to issue an Operational Registration Certificate belongs to the district People's Committee).

More details can be found in Circular 23/2014/TT-BVHTTDL which comes into effect in Vietnam from February 20, 2015.
