Application for Permission to Establish a Website or Portal: Required Documents

This content is detailed in Circular 110/2014/TT-BQP issuing Regulations on the management, provision, and use of Internet services in the Vietnam People's Army.

The application for a license to establish electronic information pages, portals in the Military is stipulated in Circular 110/2014/TT-BQP as follows:

- Proposal for a license to establish electronic information pages, portals.- Construction scheme of the electronic information pages, portals accompanied by a structural diagram, introduction of the electronic information pages, portals.- Curriculum vitae of the person responsible for the electronic information pages, portals.- Commitment to using Internet services.- Declaration form for the establishment of electronic information pages, portals.- Certified copy of the contract for renting Internet server services to host the electronic information pages, portals.- Certified copy of the domain name registration certificate.

Additionally, Circular 110 also stipulates the registration and licensing process to establish electronic information pages, portals as follows:

- Agencies, units requiring to establish electronic information pages, portals shall submit the application to the General Department of Politics and the Information Technology Department / General Staff.- The Propaganda Department / General Department of Politics shall take the lead, in cooperation with the Information Technology Department / General Staff, to appraise the application; within 30 (thirty) working days from the date of receipt of complete application, it shall submit to the Head of the General Department of Politics for review and decision according to the competence prescribed in Article 16 of the Regulation on management, provision, and use of Internet services in the Vietnam People's Army issued together with Circular 110.- In case the Head of the General Department of Politics does not grant the license, the Propaganda Department / General Department of Politics shall notify in writing, stating the reasons for the requesting agency, unit to be informed.
