The Ministry of Transport has issued Circular 51/2018/TT-BGTVT specifying the procedures for issuing and re-issuing licenses for the operation of equipment related to ensuring flight operations.
According to Circular 51, when required, the manager and operator of the equipment shall submit 01 set of documents requesting the issuance of the Equipment Operation License directly or via the postal service or by other appropriate means to the Civil Aviation Authority of Vietnam.
The dossier includes:
- A written request for the issuance of the License in which the following contents are clearly explained: type of equipment; purpose of use; scope, area of installation, operation, applied standards; personnel operating the equipment;- Certificate of origin (CO) and certificate of quality (CQ) of the imported equipment;- Certificate of technical eligibility for aviation-specific equipment, vehicles manufactured, assembled, or modified in Vietnam;- Manufacturer's operation manual;- Minutes of completion of installation, inspection, and system verification procedures;- Other documents and materials as required by specialized laws for each type of equipment (if any).
Within 05 working days from the date of receipt of complete documents as prescribed, the Civil Aviation Authority of Vietnam shall appraise and decide to issue the License or notify in writing the reasons for refusal to issue the License to the applicant.
