The Ministry of Education and Training of Vietnam issued Decision 880/QD-BGDDT dated March 27, 2023 on the announcement of administrative procedures to be amended and supplemented in the field of examination and enrollment under the management scope and functions of the Ministry of Education and Training of Vietnam.

Thus, the Ministry of Education and Training of Vietnam stipulates the application documents and procedures for admission to ethnic minority boarding schools as follows:

1. Conditions for admission to a boarding general school for ethnic minorities in Vietnam

To apply for admission to a boarding general school for ethnic minorities, the following conditions must be met:

- Subject to enrollment as specified in Article 9 of the Regulation promulgated together with Circular 04/2023/TT-BGDDT;

- Ensuring the regulations in the Regulation on junior high school enrollment and high school enrollment issued by the Ministry of Education and Training.

- Directly recruiting the following subjects into the vocational training school:

+ Students from ethnic minorities are very few;

+ Lower secondary school students who are the subjects specified in Article 9 of the Regulation on the organization and operation of boarding schools for ethnic minorities and who have won national and international prizes in culture, arts, physical training, sports, science, and technology are recruited directly into the high school Ethnic Minority Education;

+ Primary school students who fall into the categories specified in Article 9 of the Regulation on the organization and operation of boarding schools for ethnic minorities and who win provincial prizes or higher in culture, arts, physical training, and sports are directly recruited to attend the junior high school for Ethnic Minority Education.

2. Application and procedures for admission to boarding general schools for ethnic minorities in Vietnam

2.1. Application for admission to the boarding general school for ethnic minorities in Vietnam

Specifically, the components of the application for admission to the boarding general school for ethnic minorities include the following documents:

- Junior high school enrollment

+ Copy of valid birth certificate;

+ Lawful grounds for confirming information about residence;

+ Primary school transcripts or other documents that can replace school transcripts;

+ Certificate of priority regime issued by a competent authority (if any);

- High school enrollment

+ Copy of valid birth certificate;

+ Lawful grounds for confirming information about residence;

+ A certified true copy or a photocopy/photocopies enclosed with the original for comparison of the junior high school diploma or the provisional lower secondary school graduation certificate;

+ Transcripts from high school;

+ Certificate of priority regime issued by a competent authority (if any).

2.2. Procedure for applying for admission to boarding general schools for ethnic minorities in Vietnam

Admission to a boarding general school for ethnic minorities is carried out as follows:

- Enrollment plan

+ The Department of Education and Training shall prepare an enrollment plan for ethnic minority high schools in the province, submit it to the provincial People's Committee for approval, and promulgate it. The enrollment plan includes the following main contents: subjects, locations, methods, and enrollment targets; enrollment rates in extremely difficult communes and villages and other areas; organizing recruitment work;

+ 80 Huu Nghi School, T78 Huu Nghi School, and Viet Bac Highland High School make enrollment plans, report to the governing body, and submit them to the Ministry of Education and Training for approval.

- Recruitment organization

+ The Department of Education and Training provides guidance on enrollment for EM schools, with the highest educational level being upper secondary schools, and enrollment instructions for Departments of Education and Training that have EM schools in lower secondary schools;

+ 80 Huu Nghi School, T78 Huu Nghi School, and Viet Bac Highland High School organize enrollment according to the approved plan.

In which, candidates can send their documents by post or submit them directly at the head office of the recruitment agency.

Decision 880/QD-BGDDT takes effect from the date of signing.
