On June 6, 2024, the Government of Vietnam issued Decree No. 61/2024/ND-CP stipulating the consideration for awarding the titles “People's Artist” and “Meritorious Artist”.

Application and methods for submitting the dossier, and the agency receiving the dossier for the proposal to award the titles of People's Artist and Meritorious Artist from July 22, 2024 in Vietnam​

Article 13 of Decree No. 61/2024/ND-CP stipulates the application and methods for submitting the dossier, and the agency receiving the dossier for the proposal to award the titles of People's Artist and Meritorious Artist as follows:

- Application documents for the title of “People's Artist” or “Meritorious Artist” include:

+ Application form for the title of “People's Artist” or “Meritorious Artist” in accordance with Form 1a or Form 1b in Appendix I attached to Decree No. 61/2024/ND-CP;

+ A copy from the original book or certified copy or original and copy for comparison (in case of direct submission); a copy from the original book or certified copy (in case of postal or electronic submission) of the award decisions prescribed in Clause 4, Article 7 or Clause 4, Article 8 of Decree No. 61/2024/ND-CP;

+ A confirmation from the Head of the unit about the individual's participation in artistic works that won Gold or Silver prizes at professional art competitions, festivals, or performances used as a basis for calculating achievements for participating individuals as prescribed in Clause 4, Article 7 or Clause 4, Article 8 of Decree No. 61/2024/ND-CP (if any);

+ A copy from the original book or certified copy or original and copy for comparison (in case of direct submission); a copy from the original book or certified copy (in case of postal or electronic submission) of the decisions regarding commendations and awards (if any).

- Individuals prescribed in Points a and c, Clause 1, Article 2 of Decree No. 61/2024/ND-CP, submit directly or via postal service or electronically one set of documents as prescribed in Clause 1, Article 13 of Decree No. 61/2024/ND-CP to the unit where the individual is working.

- Individuals prescribed in Points b, d, and dd, Clause 1, Article 2 of Decree No. 61/2024/ND-CP, submit directly or via postal service or electronically one set of documents as prescribed in Clause 1, Article 13 of Decree No. 61/2024/ND-CP to the Department of Culture, Sports, and Tourism or the Department of Culture and Sports where the individual resides.

- Individuals prescribed in Points a and c, Clause 1, Article 2 of Decree No. 61/2024/ND-CP who have retired, submit directly or via postal service or electronically one set of documents as prescribed in Clause 1, Article 13 of Decree No. 61/2024/ND-CP to the unit where they worked before retiring or to the Department of Culture, Sports, and Tourism or the Department of Culture and Sports where they reside.

- In case the individual’s documents are not valid and need supplementing or correcting: The receiving agency will guide the individual to complete the documents. Within seven days from the receipt of the documents, the individual must submit the completed documents to the receiving agency.

Decree No. 89/2014/ND-CP regulating the consideration for awarding the titles “People's Artist” and “Meritorious Artist” and Decree No. 40/2021/ND-CP (amending and supplementing some articles of Decree No. 89/2014/ND-CP) regulating the consideration for awarding the titles “People's Artist” and “Meritorious Artist” will be invalid from the date Decree No. 61/2024/ND-CP comes into effect.
