Annulling certain conditions for grant of licenses for advisory of construction supervision of works involving lines and substations in Vietnam

Decree No. 08/2018/NĐ-CP of Vietnam’s Government has annulled certain conditions for grant of licenses for advisory of construction supervision of works involving lines and substations previously specified in Decree No. 137/2013/NĐ-CP. To be specific:

- Annulling Clause 1 Article 44: “Being an advisory organization in specialized branch, having professional capacity of technology and works involving lines and substations”.

- Annulling Clause 2 Article 44: “Having a contingent of advisory experts including major advisory experts and other advisory experts having experiences in mechanical and physical field of lines, electric equipment, automatic control, relay protection, and organization of construction”.

- Annulling Clause 4 Article 44: “Major advisory expert, who does task of the main responsible advisory expert, apart from conditions specified at Clause 3 of this Article, must have had experiences, been main responsible for construction supervision of works involving lines and substations with equivalent voltage level or participated in construction supervision of at least three works involving lines and substations with equivalent voltage level”.

Concurrently, Decree No. 08/2018/NĐ-CP also amends the remaining conditions for grant of licenses for advisory of construction supervision of works involving lines and substations. Specifically, organizations registering for advisory of construction supervision of works involving lines and substations must satisfy the following conditions:

- The organization has the staff of consulting experts with primary consulting experts having at least bachelor's degrees in electrical engineering or equivalent majors, at least 5-year experience of working in the field of consulting and designing at least one project on the hydroelectric power station with equivalent capacity and having suitable construction certificates.

- The organization has the number of primary consulting experts under the following ranking of hydroelectric works:

+ 1st rank: at least 20 experts;

+ 2nd rank: at least 17 experts;

+ 3rd rank: at least 12 experts;

+ 4th rank: at least 8 experts.

This is the content of Clause 13 Article 6 of Decree No. 08/2018/NĐ-CP of Vietnam’s Government amending Article 44 of Decree No. 137/2013/NĐ-CP.
