This is a noteworthy provision in Circular 22/2020/TT-BGTVT issued by the Ministry of Transport, regulating the management of fuel use and CO2 emissions from aircraft in civil aviation operations.

Article 6 of Circular 22/2020/TT-BGTVT stipulates the reporting of emissions for international flights as follows:
- Annually, aircraft operators shall consolidate the amount of fuel consumed by aircraft for international flights in the reporting year and prepare an Emissions Report.
- Aircraft operators with annual CO2 emissions exceeding 10,000 tons from aircraft with a maximum take-off weight greater than 5,700 kg shall prepare an Emissions Report in accordance with Section 1.1 of the Appendix issued together with Circular 22/2020/TT-BGTVT.
- Aircraft operators, excluding the above provision, shall prepare an Emissions Report in accordance with Section 1.2 of the Appendix issued together with Circular 22/2020/TT-BGTVT.
- Aircraft operators shall apply the fuel density to calculate the amount of fuel loaded onto the aircraft and record the actual fuel density or standard fuel density when used for operations and safety reasons. The use of actual or standard fuel density must be detailed in the Fuel Monitoring Plan and referenced with appropriate documents from the aircraft operator.
- CO2 emissions from aircraft shall be calculated according to the guidelines in Annex 16 Volume IV. The CO2 emission factor shall be used as guided by ICAO.
