Recently, the Government of Vietnam issued Circular 08/2020/TT-BTNMT regarding the inspection of implementation of policies, strategies, master plans, and plans in Vietnam.
Annual inspection plan must be approved before December 15 of the previous year in Vietnam (Illustration)
Article 7 of Decree 99/2006/ND-CP regulates the establishment of plans for inspecting the implementation of policies, strategies, planning, and plans in Vietnam as follows:
Regular inspections must have a plan. The inspection plan can be developed as a separate document or included in the content of the work program of state administrative agencies or identified directly in the policy, strategy, program, and plan.
The leading agency or unit in charge of inspections must establish an inspection plan, clearly specifying the time, venue, content of the inspection, and the coordinating agencies.
Annual inspection plans must be approved by the competent authority before December 15 of the prior year.
In necessary cases, the leading agency or unit in charge of inspections must submit the adjusted inspection plan to the competent authority for approval.
The Office of the Government of Vietnam is responsible for leading, in cooperation with functional agencies, the development and submission of such plans to the Prime Minister of the Government of Vietnam for approval or adjustment of inspection plans regarding the implementation of policies, strategies, planning, and plans under the organizational responsibility or decision-making authority of the Government of Vietnam and the Prime Minister of the Government of Vietnam.
The offices of ministries, ministerial-level agencies, and agencies under the Government of Vietnam lead and cooperate with functional units to develop and submit such plans to the Minister, heads of ministerial-level agencies, and heads of agencies under the Government of Vietnam for approval or adjustment of inspection plans regarding the implementation of policies, strategies, planning, and plans under the oversight authority of the Minister, heads of ministerial-level agencies, and heads of agencies under the Government of Vietnam.
The office of the provincial People’s Committee leads and cooperates with functional agencies to develop and submit such plans to the Chairman of the provincial People’s Committee for approval or adjustment of inspection plans regarding the implementation of policies, strategies, planning, and plans under the inspection authority of the Chairman of the provincial People’s Committee.
