Below are the regulations on the annual bonus rates for officers and professional soldiers in the army in Vietnam from December 25, 2024.

The Minister of National Defense of Vietnam issued Circular 95/2024/TT-BQP on November 11, 2024, guiding the implementation of bonus policies for individuals receiving salaries from the state budget under the management scope of the Ministry of National Defense of Vietnam.

According to Article 3 of Circular 95/2024/TT-BQP, the annual bonus policies in Vietnam are regulated as follows:

(1) Criteria for Bonuses

Officers, professional soldiers, national defense workers, national defense public employees, and officials working in the military (defense officials), personnel engaged in cipher work, and other personnel in cipher organizations under the Government Cipher Committee are eligible for the annual bonus policies when they are appraised, rated, and categorized from the level of task completion or higher by the competent authorities. The appraisal and rating of task completion shall be conducted according to the regulations of the State and the Ministry of National Defense.

(2) Bonus Amount

- For those appraised, rated with excellent task performance: In 2024, the bonus is 4 times the statutory pay rate; from 2025 onwards, the bonus is 8 times the statutory pay rate.

- For those appraised, rated with good task performance: In 2024, the bonus is 3.5 times the statutory pay rate; from 2025 onwards, the bonus is 7 times the statutory pay rate.

- For those appraised, rated with task completion: In 2024, the bonus is 1.5 times the statutory pay rate; from 2025 onwards, the bonus is 3 times the statutory pay rate.

- Individuals specified in section (1), receiving a salary from the state budget for 7 months or more in the year: The bonus amount is equal to 1 times the bonus rate specified in the points above; receiving a salary from the state budget for less than 7 months in the year: The bonus amount is equal to 1/2 of the bonus rate specified in the points above.

Example 1: Comrade Nguyen Van A was recruited as a professional soldier from August 1, 2025, with the rank of Lieutenant; the evaluation period for professional servicemen in his unit is from November 1, 2024, to October 31, 2025. Comrade A was appraised and rated with good task performance. At the point of evaluation, comrade A has effectively worked for 3 months in 2025 (from August 1, 2025, to October 31, 2025). He receives an annual bonus for 2025 equal to 3.5 times the statutory pay rate.

Example 2: Comrade Captain Tran Thi C went on maternity leave from October 1, 2024, to April 1, 2025; the evaluation period for officers in her unit is from November 1, 2024, to October 31, 2025. Comrade C was appraised and rated with good task performance. At the point of evaluation, comrade C has effectively worked for 7 months in 2025 (from April 1, 2025, to October 31, 2025). She receives an annual bonus for 2025 equal to 7 times the statutory pay rate.

(3) Officers, professional soldiers, national defense workers, national defense public employees, and officials working in the military (defense officials), personnel engaged in cipher work, and other personnel in cipher organizations under the Government Cipher Committee, the relevant agencies, units, organizations, and individuals are only entitled to receive the annual bonus policies once a year.

(4) The annual bonus is subject to personal income tax according to legal provisions and is not used for calculating social insurance or health insurance contributions.

Note: The currently applied statutory pay rate is 2,340,000 VND (Decree 73/2024/ND-CP)
