On December 20, 2022, the Government of Vietnam issued Resolution 165/NQ-CP on tuition fees for public educational and training institutions in the 2022–2023 school year.

Thus, the Government of Vietnam requires ministries, branches, and localities to direct education and training institutions under their management to keep tuition fees stable for the 2022-2023 school year like the 2021-2022 school year as follows:

1. Tuition fees for public preschools and high schools for school year 2022–2023 in Vietnam

- For educational institutions that have been unable to cover their own operating costs: Stabilize the tuition fee for the 2022–2023 school year with the tuition fee rate of the 2021–2022 school year issued by the Provincial People's Council and applied locally. In case the locality increases tuition fees for the 2022 - 2023 school year, the local budget will ensure the additional difference compared to the tuition fee collection for the 2021 - 2022 school year. The level of support for each educational institution is considered by the locality.

- For educational institutions that self-finance recurring and capital expenditures: The educational institution shall formulate the tuition fee collection rate on the basis of economic-technical norms and cost norms and submit it to the People's Committee for requesting it from the provincial-level People's Council for consideration and approval.

- Encourage localities to allocate budgets to increase recurrent expenditures for educational institutions.

2. College and vocational education tuition fees for the shool year 2022–2023

For tuition fees at higher education institutions and public vocational education institutions: to stabilize the tuition fee rate for the 2022–2023 school year at an equal level to the tuition fee rate for the 2021–2022 school year issued by the educational institution in accordance with the provisions of Decree 81/2021/ND-CP. The state shall provide compensation for tuition fee exemption and reduction according to the tuition fee ceiling for the 2021-2022 school year as stipulated in Decree 81/2021/ND-CP.

3. Principles of determining tuition in Vietnam

- For preschools and public formal education institutions.

Tuition shall be developed in a manner that is distributed between the government and the learners and satisfactory to socio-economic conditions of each residential areas, contribution capacity of the general public, growth rate of consumer price index, annual economic growth rate, and roadmap for calculating fees for services in education and training sectors as per the law while guaranteeing education quality.

- For public vocational education institutions.

+ Public vocational education institutions that have guaranteed recurrent expenditure partially and public vocational education institutions that have recurrent expenditure guaranteed by the government (hereinafter referred to as “public vocational education institutions that have not guaranteed recurrent expenditure entirely”) shall determine tuition without exceeding the top limit under Point a Clause 1 and Point a Clause 2 Article 10 of Decree 81/2021/ND-CP;

+ Public vocational education institutions that have guaranteed recurrent expenditure entirely shall determine tuition for each major based on variables compared to the top limit applicable to vocational education institutions that have not guaranteed recurrent expenditure entirely according to Clause 2 Article 10 of Decree 81/2021/ND-CP;

+ Public vocational education institutions that have guaranteed recurrent expenditure and investment expenditure entirely and are allowed to determine tuition must make sure to cover costs and accumulate according to Law on Vocational Education and other relevant documents.

- Tuition for public higher education institutions.

+ Public higher education institutions that have guaranteed recurrent expenditure partially and public higher education institutions that have recurrent expenditure guaranteed by the government (hereinafter referred to as “public higher education institutions that have not guaranteed recurrent expenditure entirely”) shall determine tuition without exceeding the top limit under Point a Clause 1 and Point a Clause 2 Article 11 of Decree 81/2021/ND-CP;

+ Public higher education institutions that have guaranteed recurrent expenditure and investment expenditure entirely and public higher education institutions that have guaranteed recurrent expenditure shall determine tuition for each major with variables compared to the top limit applicable to public higher education institutions that have not guaranteed recurrent expenditure entirely under Clause 2 Article 11 of Decree 81/2021/ND-CP:

+ For training programs of public higher education institutions that satisfy quality control standards of Ministry of Education and Training or quality control standards of foreign countries or equivalent, higher education institutions are allowed to determine tuition of the training programs on the basis of economic and technical norms issued by the higher education institutions while publicizing and presenting to learners and the general public.
