Regarding this issue, LawNet would like to answer as follows:

This is the content mentioned in Resolution 32/NQ-CP dated March 20, 2024 on Plan to implement Resolution 686/NQ-UBTVQH15 on thematic supervision of the implementation of Resolution 88/2014/QH13 and Resolution 51/2017/QH14 on innovating general education programs and textbooks.

Amendments to the salary policy for teachers according to the salary reform roadmap in Vietnam

Specifically, regarding perfecting relevant institutions and policies, the Government has outlined the following contents that need to be implemented:

(1) Ministries, branches, relevant agencies, and localities

- Based on assigned functions and tasks, advise and submit to competent authorities for promulgation or promulgate according to the authority specified in the list attached to Resolution 686/NQ-UBTVQH15

In particular, urgently promulgate detailed documents guiding the implementation of the Education Law 2019, completed in 2024.

- Organize the review of legal documents that are no longer appropriate, ensuring the unity and synchronization of the legal system related to innovating general education programs and textbooks, and propose to include them in the program of developing legal documents of the Government and the Prime Minister.

(2) The Ministry of Education and Training presides and coordinates with relevant ministries and agencies

- Develop and submit to competent authorities to promulgate strategies and planning for the period 2021–2030 on education and training development and other related plans, completed in 2024.

- Issue guiding documents on textbook pricing methods, ensuring strict control of publishing and distribution costs to reduce textbook prices. Amend regulations on experimentation, approval, and selection of textbooks.

- Research and regulate standards for teachers of some art subjects at high school levels; research and pilot joint training models for specialized subjects (foreign languages, information technology, arts).

- Propose and coordinate with the Ministry of Home Affairs and the Ministry of Finance to develop a salary scale according to job position, title, and leadership position, and preferential allowances by profession (if any). For public employees within the scope of management associated with organizational arrangements, streamlining payroll, and innovating operating and financial mechanisms of the public service units (including high school and preschool teachers) according to the tasks assigned at Point e, Clause 4, Section II of Resolution 107/NQ-CP of the Government in 2018 on the Action Program to implement Resolution 27-NQ/TW in 2018 of the Central Executive Committee.

(3) The Ministry of Home Affairs presides over and coordinates with the Ministry of Education and Training to review, amend, and supplement regulations on salaries, allowances, and incentives for teachers in accordance with the policy and salary reform roadmap of the Party and State.

(4) The Ministry of Finance presides over and coordinates with the Ministry of Education and Training to amend and supplement regulations on state budget management and allocation mechanisms for general education establishments in the direction of shifting from support for public general education establishments to direct support for the poor and policy beneficiaries; from support based on the average allocation mechanism to the mechanism of the State ordering and assigning tasks to provide services based on output quality or bidding to provide services.

The implementation of the above contents must ensure the following purposes and requirements:

- Unify direction of ministries, branches, and localities in organizing and implementing Resolution 686/NQ-UBTVQH15, creating positive changes in innovating general education programs and textbooks.

- Specify tasks, solutions, and develop plans to organize the implementation of Resolution 686/NQ-UBTVQH15 and recommendations in Report 584/BC-DGS in 2023 of the thematic supervision team on the implementation of Resolution 88/2014/QH13 and Resolution 51/2017/QH14 of the National Assembly on innovating general education programs and textbooks of the National Assembly Standing Committee; Specify specific work contents, completed products, lead agency, coordinating agency, roadmap, and progress for completing each task.

- Ministries, branches, and localities develop programs and plans with specific tasks, ensure conditions and resources, and organize the full, effective, timely, and comprehensive implementation of tasks, solutions of Resolution 686/NQ-UBTVQH15 and this Plan.
