On December 15, 2022, the Minister of Education and Training issued Circular 18/2022/TT-BGDDT amending and supplementing a number of articles of the Regulation on admission to study abroad issued together with Circular 06/2016/TT-BGDDT.

Amending regulations on subjects and admission standards to study abroad

Specifically, Clause 3, Article 1 of Circular 18/2022/TT-BGDDTT (amending Article 3 of Circular 06/2016/TT-BGDDT), subjects applying to study abroad are Vietnamese citizens who meet the standards specified in Clause 1, Article 5 of Decree 86/2021/ND-CP, including:

- Have good political and moral qualities;

- Not currently in the period of disciplinary action or criminal prosecution;

- Have a diploma, professional certificate, or foreign language that meets the regulations of the scholarship program and meets other conditions as required by the scholarship program;

- Be approved by the direct management agency to send you to study (in cases where there is a working agency); (new additional regulations)

- Meet current regulations on training and fostering cadres, civil servants, and public employees, as well as party regulations (in the case of cadres, civil servants, public employees, and party members).

(Remove the conditions to ensure that you are healthy enough to participate in courses abroad; be of age according to the regulations of each scholarship program; Submit all documents and enrollment fees (if any) in full and on time according to the regulations in the enrollment announcement compared to current regulations)

Adjusting regulations on application documents to study abroad

According to Clause 4, Article 1 of Circular 18/2022/TT-BGDDT (amending Article 9 of Circular 06/2016/TT-BGDDT), application documents to study abroad are prepared according to the provisions of Clause 2, Article 5 of Decree 86/2021/ND-CP, including:

- Official dispatch of the management agency directly appointing applicants (in case there is a working agency);

- Commitment to perform the responsibilities of the person sent to apply for recruitment at the request of the direct management agency (in case there is a working agency);

- Curriculum vitae with photo and confirmation from the direct management agency (in case of a working agency) or confirmation from the local government of residence (in case there is no working agency);

- Certified copies of diplomas and professional and foreign language certificates that meet the regulations of the scholarship program;

- Health examination certificate from a provincial or centrally run city medical facility confirming eligibility to study abroad;

- Other documents (if any) as required by the scholarship program and sending agency.

(Currently, according to Circular 06/2016/TT-BGDDT, based on the specific regulations of each scholarship program and the opinions of relevant units, the admission unit in charge of admission stipulates application documents appropriate to each subject and admission level.

Candidates submit 01 set of documents corresponding to their educational or training level to register for admission by submitting them directly during office hours or by sending documents by post to the applicant's address according to the regulations in the admission announcement, and submit an online application (if any).

Application requirements for educational levels and training levels are specified in Appendix I of the Regulations attached to Circular 06/2016/TT-BGDDT.

Circular 18/2022/TT-BGDDT takes effect on January 30, 2023.
