On July 10, 2023, the Government of Vietnam issued Resolution 99/NQ-CP promulgating the Government's action plan to implement Conclusion 50-KL/TW on continuing to implement Resolution 18-NQ/TW of the Sixth Conference of the 12th Party Central Committee regarding "Some issues about continuing to innovate and reorganizing the political system's apparatus to be lean, effective, and efficient."

Amendments to regulations on payroll of civil servants in public non-business units in Vietnam

Regarding the Party's policies and institutions on organizational structure, payroll, and management of civil servants and public employees, the Ministry of Home Affairs shall assume the prime responsibility for, and coordinate with concerned ministries, branches, and localities in, focusing on performing the following tasks:

- Review and propose amendments and supplements to: authority to assign and manage payroll; promote decentralization and authorization of state management in association with the individualization of responsibilities of the head; urban government;... in the Law on Government Organization, the Law on Organization of Local Government, the Law on Cadres and Civil Servant, and the Law on Public Employees.

- Assume the prime responsibility for, and coordinate with line ministries and sectors in, reviewing, synthesizing, reporting, and proposing the transfer of a number of public administrative tasks and services in their respective branches and domains which the State does not necessarily carry out for businesses and social organizations to undertake.

- Research and develop documents to institutionalize the Party's policy on encouraging and protecting dynamic, creative, dare to think, dare to do, and dare to make breakthroughs for the common good; protect cadres who dare to think, dare to do, and dare to take responsibility for the common good; overcome the mentality of avoiding and fearing the responsibility of a part of cadres, civil servants, and public employees.

- Research, develop, and submit to the Government for promulgation a Decree on policies to attract and employ talented people into state administrative agencies and public non-business units.

- Formulate and submit to the Government amendment and supplement regulations on the number of deputy heads in state administrative agencies, organizations, and public non-business units, ensuring they are suitable to the nature and requirements of the Government on tasks, organizations, and activities such as: Handling administrative procedures 24/24; regional and inter-regional management; having a large scale and many affiliated organizations; performing tasks of a professional and scientific nature.

- Formulate and submit to the government a proposal to amend and supplement regulations on employment positions and civil servant payrolls, employment positions, and the number of people working in public non-business units to institutionalize the Party's policy on payroll management at Conclusion 40-KL/TW in 2022; Regulation 70-QĐ/TW in 2022.

- Formulate and submit to the Government the amendments to regulations on organization, operation, and management of associations to institutionalize the guidelines of Resolution 18-NQ/TW; Notice of Conclusion No. 158-TB/TW in 2020, and Conclusion 32-KL/TW in 2022.

- Research, propose, develop, amend, and supplement the framework for the number of specialized agencies under the People's Committees of provinces and districts together with the time of building the organizational structure of the Government of the 16th term of 2026-2031, ensuring the organizational arrangement of the administrative apparatus from the central to local levels to be streamlined, effective, and efficient.

To strengthen the organizational structure of specialized agencies under the People's Committees of provinces and districts in Vietnam

Specifically, the Government requested localities continue to review and perfect the functions, tasks, and powers of specialized agencies under the People's Committees of provinces and districts; ensuring lean, effective, and efficient operation, meeting the criteria for establishing an organization according to the Government's regulations.

Implementing the consolidation of specialized agencies under the People's Committees of provinces and districts according to the Notice of Conclusion No. 16-TB/TW in 2022 on the implementation of a number of pilot models under Resolution 18-NQ/TW.

In addition, the localities (Hanoi City, Da Nang City, and Ho Chi Minh City): Preside over the preliminary and final review of the implementation of the urban government model in their respective localities according to the provisions of Resolution 97/2019/QH14Resolution 119/2020/QH14 and Resolution 131/2020/QH14, sent to the Ministry of Home Affairs to summarize and report to competent authorities at the request of Resolution 148/NQ-CP in 2022.
