Amendments to criteria for evaluation and classification of public employees in Vietnam

The Government of Vietnam has just promulgated Decree 88/2017/ND-CP amending a number of articles of Decree 56/2015/ND-CP dated June 9, 2015, of the Government of Vietnam on the evaluation and classification of officials and public employees.

Evaluation and classification before review in Vietnam

Decree 88/2017/ND-CP stipulates that the period for evaluating and classifying officials and public employees is conducted in December annually, before performing the annual emulation review and commendation.

The evaluation of the head and the deputy head of the agency or unit is conducted as follows:

a) Public employees make a self-assessment report on the results of their work according to assigned tasks.

b) Public employees present their self-assessment report on work results in a meeting of the agency or unit for all participants to contribute opinions. The opinions are recorded in the minutes and ratified at the meeting.

For agencies or units with constituent units, participants include representatives from the party committee, labor union, youth union, and heads of constituent units.

For agencies or units without constituent units, participants include all public employees and workers of the agency or unit.

c) The same level party committee provides written opinions on the evaluated public employee.

d) The head of the directly superior agency or unit consults the opinions in Points b and c and decides on the evaluation and classification of the head.

The head of the agency or unit consults the opinions in Points b and c, decides on the evaluation and classification of the deputies they have appointed; if the deputy is not appointed by them according to management decentralization, the head of the agency or unit consults the opinions in Points b and c, provides written comments, and proposes to the head of the directly superior agency or unit to consider and decide the evaluation and classification of their deputy.

dd) The head of the agency or unit mentioned in Point d announces the evaluation and classification results to the public employees as prescribed.

Elimination of Initiative Criteria

Decree 88/2017/ND-CP also amends the criteria for evaluating and classifying public employees at the level of completing tasks and completing tasks well by removing the requirement to meet the criteria: Having at least one scientific project, scheme, subject, or initiative applied and yielding results in the implementation of professional duties recognized by a competent authority.

Thus, only public employees evaluated at the level of excellently completing tasks must meet the criteria for scientific projects, schemes, subjects, or initiatives as mentioned.

Evaluation Based on Volume of Work Completed

Decree 88/2017/ND-CP clarifies that based on the specific conditions of the agency, organization, or unit, the head of the agency, organization, or unit develops detailed criteria to evaluate and classify officials and public employees in Vietnam. This includes considering the ratio of the volume of work officials and public employees have completed compared to the total workload of the agency, organization, or unit when evaluating and classifying officials and public employees; concurrently encourages the application of information technology to ensure the evaluation and classification of officials and public employees in accordance with regulations in Vietnam.
