Amendment to the Standards of State Port Inspectors

Here is the basic content of Circular 33/2017/TT-BGTVT amending certain provisions of Circular 54/2013/TT-BGTVT regulating ship inspection officers, issued on September 28, 2017.

To be specific:, according to Clause 2, Article 1 of Circular 33/2017/TT-BGTVT amending and supplementing Article 7 of Circular 54/2013/TT-BGTVT, the standards for port state control officers are stipulated as follows:

1. Knowledge requirements:

- Regulations of Vietnamese law and international treaties to which Vietnam is a member related to maritime safety, maritime security, environmental pollution prevention, and maritime working conditions;- Functions, tasks, powers, organizational structure, and activities of the Vietnam Maritime Administration, Maritime Port Authority;- Functions, activities of the International Maritime Organization, port state control organizations.

2. Qualification requirements:

- Graduated from one of the following majors: maritime navigation, marine engineering, maritime radio - electrical engineering, ship design at university level or higher;- Be a Master or Chief Engineer of a vessel with a gross tonnage of 3000 GT or a main engine power of 3000 KW and above, with a minimum duration of 12 months in the position, or be a marine surveyor or officials and public employees of the Vietnam Maritime Administration, Maritime Port Authority engaged in maritime safety, maritime inspection with a minimum working time of 7 years;- Proficiency in English at B2 level according to the Common European Framework of Reference for Languages or international certificates like TOEIC with at least 600 points, IELTS with at least 5.5 points, TOEFL CBT with at least 173 points, TOEFL PBT with at least 500 points, TOEFL IBT with at least 61 points, or a bachelor's degree in English;- Proficiency in office computing;- Completed training courses on vessel inspection professional skills organized by the Vietnam Maritime Administration or sent for overseas training;- Meet requirements in tests organized by the Vietnam Maritime Administration;- Having a minimum of 45 foreign vessel inspection internships confirmed by the Director of the Maritime Port Authority where the internship was conducted according to the Appendix III model issued with Circular 54/2013/TT-BGTVT.

3. Have good moral qualities and good health to perform assigned tasks.
