Amendment to the Duties of Monitoring, Evaluation, and Reporting of the Project Management Board for the JICA Project in the Province

Recently, the Minister of Planning and Investment issued Circular 09/2019/TT-BKHDT amending and supplementing certain articles, clauses, and points of Circular 09/2009/TT-BKH dated October 30, 2009, providing guidance on the implementation of projects under Specialized Credit Programs funded by loans from the Japan International Cooperation Agency (JICA).

Currently, the Specialized Credit Program (hereinafter referred to as the Program) is regulated by Circular 09/2009/TT-BKH. The Program utilizes loan funds from the Japan International Cooperation Agency (JICA) for the implementation of infrastructure projects aimed at poverty alleviation across the country, in the fields specified in the Agreement.

According to Clause 1, Article 2 of Circular 09/2019/TT-BKHDT, amending Point g, Clause 5.2, Part II of Circular 09/2009/TT-BKH, tasks of monitoring, evaluating, and reporting by the Provincial JICA Project Management Units (hereinafter referred to as Provincial PMUs), which are units under the Provincial Department of Planning and Investment established by the competent authority of the province, are defined as follows:

- Monitor and regularly update the disbursement status of the projects.

- Periodically, before the 21st of the last month of the quarter, the Provincial PMU is responsible for compiling and reporting the progress of project implementation within the province to the Central Management Unit (PMU). (According to the template in Appendix 2 attached to Circular 09/2009/TT-BKH). Quarterly reports are calculated from the 15th of the month preceding the reporting period to the 14th of the last month of the reporting quarter.

- No later than 15 days after receiving the settlement report from the PMU (or the Project Manager in case the PMU has been dissolved), the Provincial PMU summarizes and submits the settlement report to the Central PMU. In the settlement report, in addition to the numerical tables, there must be explanations about:

+ Favorable conditions, difficulties, and obstacles encountered during the project implementation (guidance documents, disbursement procedures, receipt of materials, equipment, etc., if any).

+ Evaluation of socioeconomic results and recommendations (if any).

+ The additional capacity of the entire project or project items resulting from the investment.

Furthermore, this Circular also amends the administrative, coordinating, and reporting duties of each Project Management Unit (hereinafter referred to as PMU) as follows:

- Organize and manage the personnel of the PMU.

- Regularly provide information and update data for the Program’s Management Information System (MIS). Timely detect and report difficulties and obstacles beyond their handling competence to the Provincial PMU and Central PMU.

- Regularly monitor project implementation in terms of progress, volume, quality, cost, fluctuations, etc., and promptly adjust the plan.

- Provide project-related information within the scope of responsibilities and tasks assigned.

- Periodically, before the 18th of the last month of the quarter, the PMU is responsible for reporting the project implementation progress to the Provincial PMU (based on the template in the appendix attached to this Circular). Quarterly reports are calculated from the 15th of the month preceding the reporting period to the 14th of the last month of the reporting quarter.
