Amendment of Procedures for Registering the Transformation of Plant Structures on Rice Cultivation Land

On November 9, 2017, the Ministry of Agriculture and Rural Development issued Circular 19/2017/TT-BNNPTNT amending and supplementing several provisions of Circular 19/2016/TT-BNNPTNT detailing Article 4 of Decree 35/2015/ND-CP on the management and use of rice cultivation land and guiding the conversion of crop structures on rice cultivation land to perennial crops.

The procedure for registering the conversion of crop structures on rice cultivation land has been amended and supplemented as follows:

- Legal users of rice cultivation land who wish to convert crop structures on rice cultivation land must submit 01 Application for the Conversion of Crop Structures on Rice Cultivation Land to the Commune People's Committee.- If the application is valid and in accordance with the crop structure conversion plan for the commune's rice cultivation land, within 05 working days, the Commune People's Committee shall endorse the application with an "Approval for Conversion" stamp, record it in the monitoring book, and return the application to the land user.- In case the application is invalid, the Commune People's Committee must guide the land user in correcting and supplementing the application.- If the conversion is not approved, the Commune People's Committee must respond in writing to the land user, stating the reasons clearly.
