This is a notable content regulated in Decree 60/2019/ND-CP of the Government of Vietnam, amending and supplementing a number of articles of Decree 78/2014/ND-CP on the Ho Chi Minh Prize, the State Prize, and other awards in science and technology.
Clause 3, Article 1 of Decree 60/2019/ND-CP stipulates that the councils for awarding prizes in science and technology at various levels consist of a chairman, vice-chairman, peer reviewers, and other members.

- The chairman of the council for awarding prizes at various levels is a reputable scientist with deep knowledge of the field of science and technology related to the work.- Council members are representatives from institutions that have applied the results of the work, reputable scientists, technologists, and managers with appropriate expertise and deep understanding of the field of science and technology related to the work.- The council assigns members who are experts deeply knowledgeable in the field of science related to the work to serve as peer reviewers, writing comments and evaluations of the work. If necessary, the council may request the head of a competent authority or organization to establish the council to invite additional independent peer reviewers.- Members of the council for awarding prizes at various levels must not have any works participating in the prize evaluation or have any rights, interests, or reasons that affect the objectivity of the prize evaluation.
According to Decree 60, the council for awarding state-level specialized prizes consists of 11 to 13 members, decided by the Ministry of Science and Technology after coordination with the state-level prize awarding council. Members of the council are reputable scientists with works in the same specialty as one of the works proposed for the award.
The chairman or vice-chairman of the state-level specialized prize awarding council is a member of the state-level prize awarding council.
The state-level prize awarding council consists of 21 to 25 members, comprising reputable scientists in various fields of science and technology.
