Amending regulations on priority when following customs procedures in Vietnam

This is a notable content specified in Circular No. 07/2019/TT-BTC providing amendments to Circular No. 72/2015/TT-BTC on application of priority policies to customs procedures, customs supervision and inspection of imports and exports.

Circular No. 07/2019/TT-BTC of the Ministry of Finance of Vietnam has supplemented and abolished cases of priority in customs procedures. The priority when following customs procedures according to new regulations are as follows:

- Enterprises shall be given priority by the customs authority for physical inspection of goods by scanners for extraordinary inspections to assess the compliance with the customs declaration.

- In case an enterprise meets difficulties in customs clearance, the Sub-Department of Customs shall reply in writing within 8 (eight) working hours from the time difficulties arise.

- Imports or exports of eligible enterprises shall be given priority by customs authorities and warehousing service providers when following procedures for delivery of goods and during customs supervision and inspection.

- In case an enterprise wishes to check or take samples of goods, it will be allowed to do so.

- Enterprise shall be given priority for loading, unloading, transfer and receipt of goods by port/warehouse operator.
