Amending Electricity Law 2012: Vietnam’s electricity price policies

Specifically, according to Clause 13 Article 1 of the Amending Electricity Law 2012 amending and supplementing Article 29 of the Electricity Law 2004 of Vietnam, electricity price policies are regulated as follows:

1. To create conditions for various economic sectors to invest in electricity development with reasonable profits, energy resource saving, the use of various new energy, renewable energy without causing environmental pollution in electricity activities, thus contributing to boosting socio­-economic development, particularly in rural areas, mountainous regions, and islands.

2. The electricity sale price is implemented according to the market mechanism with the regulation of the State in conformity with the level of development of the electricity market.

3. To encourage the thrifty and efficient use of electricity.

4. To implement the structure of the electricity retail price table suitable to groups of customers; the State supports electricity retail price for living activities of poor households, social policy households based on criteria prescribed by the Prime Minister in conformity with the socio-economic situation in each period.

5. To ensure the right of subjects buying or selling electricity on the electricity markets to determine by themselves the electricity-buying or -selling prices within the price brackets and electricity retail price table structure prescribed by the State.
